Minimum Qualifications:
Bachelor's degree in business administration, public administration, social work, education, behavioral health or counseling or a related field; supplemented by three years of experience working in a children/youth services field, including 1 year lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.


Example of Duties

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides consultation, information, and referral services to clients: conducts needs assessments; researches available community resources; and provides the most appropriate referral services to meet clients' needs.
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison betwee n employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Provides services to staff, customers, training providers, and external groups: provides information, training materials, resources, or referrals in compliance with Division policies and procedures.
Plans, organizes, and oversees educational, nutritional, informational, and/or recreational classes and activities for participants, which may include leadership, academics, self-development, life shills, college readiness, manhood, womanhood, or citizenship and responsibility training.
Researches, develops, implements and teaches evidence-based curriculums: ensures lessons and learning modules are age/learning level appropriate; and supplements academic classroom activities for assigned age group/program.
Conducts, coordinates, monitors and/or evaluates assigned children and youth services programs: recruits and manages various instructors, vendors, and contractors and ensures their lesson plans, activities, curriculums and services align with program targets and goals; analyzes resources and services of staff and service providers to ensure compliance with federal, state, and local regulations; and monitors children/youth service activities, including recording, reporting, referring, and conducting follow-up with participants and parents/guardians.

Counsels youth with social and emotional problems and serves as an advocate for children and youth.
Serves as a liaison to various businesses and community and social services agencies: serves on committees and attends meetings to promote program activities; conducts outreach activities and research to develop a broader referral and resource network; collaborates with partnering divisions, departments and outside organizations to share resources and host community events; and represents department in meetings and serves on committees as required.
Coordinates the implementation of special projects.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including program attendance sheets, activity evaluations, provider performance reports, timesheets, updates, and program guidelines and directives; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including activity reports, performance appraisals, grant compliance documents, and State/Federal program reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with supervisor, other employees, clients, third party service contractors, community partners, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to serving children and youth; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.
Coordinates various fundraising projects related to assigned program.
