Job Description


The Iowa Child Advocacy Board (ICAB) is looking for a dynamic and motivated individual to coordinate the Court Appointed Special Advocate (CASA) and Foster Care Review Board (FCRB) programs for the Greater Dubuque Area where there is strong judicial and community support. Work Responsibilities


The Program Coordinator is integral to the success of these programs and must have a propensity toward collaboration, efficiency and outreach to produce timely response for participating families, juvenile court, child welfare partners and other stakeholders. In so doing, the successful candidate will:


  • Manage the CASA and FCRB work/assignments according to established expectations and guidelines.
  • Deliver mandatory pre-service training and continuing education in compliance with program policies and standards.
  • Increase public awareness of the two advocacy programs.
  • Establish and carry out a written plan for recruiting volunteers, inclusive of populations reflective of communities served.
  • Utilize ICAB’s web-based data system proficiently.


Incumbents Successful In This Position Will Demonstrate The Following

  • Pass initial and ongoing background checks.
  • Critical thinking to complete tasks independently by managing the work of volunteers
  • Promote the best possible outcomes for the safety, well-being, and permanency for children.
  • Problem solving to deescalate situations and minimize conflicts.
  • Interpersonal, professional savvy working with volunteers and stakeholders.
  • Effective writing skills, including the ability to interpret and edit reports.
  • Read and comprehend complex instructions including federal, state and local laws, policy and procedures applicable to ICAB.
  • Maintain confidentiality of volunteer and case records and information.
  • Effectively recruit, train and coach volunteers to fulfill their responsibilities.
  • Accuracy in the production of work.


Work Location:


This is an office-based position located in downtown Dubuque with assignment focus in eastern Iowa, with flexibility to allow domicile in any one of these counties: Clinton, Dubuque, and Jackson.


Work Time And Travel


This position is 30 hours a week with flexibility in work hours to meet agency needs related to training and on-boarding program volunteers; some evening and/or weekend hours are required. Occasional travel within the local geographic coverage areas, region and state is required to fulfill core job functions.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • All of the following (a and b):
  • Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
  • A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
