Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Program Consultant Construction in our Central Office Construction Division.


This position is located in Richmond (City), Virginia. Position specific responsibilities and duties will include, but not limited to:


VDOT Construction Division is seeking an experienced individual to provide guidance and strategic leadership to promote compliance with environmental regulations and commitments during the construction phase of transportation projects. The selected candidate will serve as the Construction Division liaison for environmental commitments as well as assist multi-disciplined VDOT teams with project specific or programmatic support of the Departments Environmental Protection Program. Duties include but are not limited to onsite project reviews; coordination with VDOT teams on preliminary engineering and construction reviews; developing policies, procedures and training; developing/modifying contract specifications; provide programmatic construction project monitoring; support, train and mentor staff; coordinate with internal and external stakeholders; and preparing and present to senior VDOT staff as well as the public.


Minimum Qualifications


  • Be a productive member of a team as part of various working groups;
  • Considerable experience with Department construction environmental policies and procedures, highway construction practices, NEPA requirements and stormwater management regulations.
  • Analyze project related or systematic problem areas and recommend solutions consistent with applicable regulations, policies and business needs;
  • Proficient use of Microsoft Office Products with strong emphasis on Excel, Word, and PowerPoint.
  • Demonstrated ability to interpret environmental permits, NEPA documents, highway construction plans, specifications, contracts, standards and policies;
  • Train technical professionals; lead presentations, conduct meetings, and communicate effectively both orally and in writing.
  • Develop and implement programs, policies, procedures, and long-range goals;
  • Manage staff and direct the work of others;


Additional Considerations


  • Ability to develop and modify policies and procedures that direct the work of those that do not directly report to you.
  • Certified Construction Manager
  • Knowledge of NEPA laws and regulations, DEQ permits and regulations, FHWA policies, construction management techniques, and environmental compliance reporting requirements.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.


Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
