Salary:
$6,177 to $7,517 per month (SR-26, Step D to I).

The immediate vacancy is a permanent, full-time position with the Department of Health, located in Downtown, Oahu
.

Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

Program Budget Analysts perform and/or supervise the preparation, analysis and presentation of intermediate and long-range plans and budgets in the various program areas of the State's program structure.

The Program Budget Analyst VI conducts program and budget analysis and evaluation; recommends funding levels for a group of major programs, or a single large and exceptionally complex major program in the State's program structure; conducts system studies; serves as team leader; and performs other duties as assigned.

This class reflects responsibility for reviewing the six-year plans and providing budget analysis services for a group of major programs or a single large exceptionally complex program, including supervision of other analysts. A position in this class also participates in complex multi-program studies requiring both cost/benefit analytical techniques and qualitative problem-solving techniques. Work is performed in accordance with general direction and completed work is subject to general review to ensure that objectives are met. This class also includes the position which assists the branch chief in formulating, implementing and evaluating the State's Capital Improvements Program and which assumes the duties and responsibilities of the branch chief during his absence.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

Education: Bachelor's degree from an accredited four-year college or university.

Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional experience which involved as a primary emphasis, the performance of technical analytical work in the evaluation of operating programs to determine their effectiveness in achieving desired objectives.

Technical analytical experience for the purpose of these classes includes the following areas of concentrations:

A. Program Analysis and Evaluation. Program analysis and evaluation is the systematic organization of information in useful ways to assist in making better informed decisions by examining the probable costs and consequences of alternative courses of action. The experience must demonstrate familiarity with such statistical analytical methods and techniques as break-even, cost benefit and regression analysis; and business process modeling.

B. Program Planning. Program planning is that process by which an organization decides upon its objectives, selects the methods to attain these objectives, and subsequently measures the degree to which its objectives have been achieved. The experience must have involved direct participation in such activities as the review, analysis, and evaluation of program plans and budget requirements; preparation and recommendations in regard to program goals, policies, and priorities; development of fiscal policies and financial plans; development, establishment and application of work measurement devices and techniques and standards for the evaluation of program performance.

C. Program Budgeting. Program budgeting is that process by which organizations allocate funds to attain objectives. Qualifying experience and activities must have involved direct participation in the preparation and review of budgets and program plans for major programs. This includes appraisals and comparisons of various program activities in terms of their contribution to overall program goals and objectives; analysis of how and to what degree existing levels of resources such as human capital, equipment, materials, and funds are meeting program goals and objectives; how variations in increments of resources would impact upon program goals and objectives; revision of objectives, programs, and budgets in light of changing conditions and experience.

Applicants must possess Specialized Experience in at least two of the three areas of concentration above. Experience in each area of concentration must be for a minimum of six months to be creditable. Specialized Experience in the different areas of concentration can be gained concurrently.

At least one (1) year of the required Specialized Experience must have been at the fully competent level comparable to the Program Budget Analyst IV level in State service. In addition, the Specialized Experience must have included at least two and one-half (2-1/2) years of work experience in the determination of resource allocation and evaluation of programs.
The Program Budget Analyst IV conducts program analysis and evaluation, budget analysis and recommends funding levels for programs in the State's structure; conducts system studies; performs budget analysis work which regularly encompasses complex problems; assists in the formulation and execution of the budget for State programs; and performs other related duties as assigned.

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
