Summary About the Position: You will perform as a Program Analyst (Workforce), in providing oversight and quality control for all hiring actions for the district. Prioritizes and tracks personnel actions, ensures proper alignment on the staffing plan, and other related issues to ensure a strategic actions. Responsibilities As a central POC for the district Staffing Plan, employee is responsible for requesting, reviewing, and consolidating data for all offices across the district to review, update and execute Staffing Plan actions. Ensure the administrative requirements for the Staffing Plan are fulfilled to include vacancy listings, quarter fill dates, gains and losses, special salary rate and coding for telework, often changed by temporary assignments. Coordinate with various personnel throughout the district to ensure personnel actions for divisions are submitted, reviewed, and ensures all personnel actions for Operations Division are submitted, reviewed, approved, processed accordingly. Research Direct Hiring Authorities and provide guidance to pertinent personnel. Advise personnel on a variety of procedural matters such as recruitment, employee/management relations, employee entitlement and awards. Provide quality control over district hiring actions in accordance with the district staffing plan. District lead for in-processing. Coordinate with the Civilian Personnel Advisory Center on the assignment, report dates, and required in-processing actions for newly hired employees. To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes providing oversight and quality control for hiring actions for the district; prioritizing and tracking personnel actions, to ensure proper alignment on the staffing plan, and other related issues to ensure a strategic view of actions; serving as a "troubleshooter", who solves controversial non-technical matters; excising a high degree of judgment, and thinking in formulating and adapting directives from higher authority, solving problems, correlating, and integrating all administrative or non-technical matters in the district's overall program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR DEGREE: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EDUCATION/EXPERIENCE: have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
