Job Summary


This position is located in the Hub and the incumbent reports to the Data Analysis, Risk and Targeting (DART) Director. The primary purpose of the position is to provide quality assurance leadership and program management expertise on issues of major importance to PPQ National programs. This includes the provision of staff advisory services to the Field Operations Leadership Team (FOLT) and State Plant Health Directors (SPHDs)
Qualifications


Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leads or co-leads a team charged with analyzing an issue and identifying options for mitigation or resolution. Participates in program evaluation to identify strengths and weaknesses in operational workflows and to monitor program performance. Manages or updates TEAMs or SharePoint site. Interprets and relays complex, technical information, concepts, and instructions both verbally and in writing. Networks with multiple staffs, teams and groups to identify the underlying causes of problems and to gain acceptance of solutions. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major Duties


The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.The duties may include, but are not limited to:Performs in-depth analysis of policy and program management issues of central importance to APHIS' mission to protect and serve U.S. Agriculture.Serves on teams of plant health and quarantine experts in major long-term field projects to study and/or respond to new and emerging plant health risks; assess the effectiveness of current PPQ method.Maintains surveillance of quarantine activities to assess effectiveness. Recommends changes in methods and procedures to promote effective operations.Conducts national reviews to evaluate the effectiveness of management and administrative support at all levels in planning, organizing and using resources.Initiates and utilizes quantitative and qualitative techniques to evaluate the effectiveness of various programs and activities.Independently presents briefings and recommendations where controversial conclusions, which may identify improper procedures and practices, are covered in detail.Participates in Analysis and Information Management Program (AIM) projects and assignments. Responds appropriately to analysis requests directed by the AIM Program.Reviews typically include analysis of multilevel functions using metrics and measures to implement policies and procedures, and to interpret regulations and policies in their performance.Evaluations may also include foreign reviews where the Agency is conducting phytosanitary programs bilaterally with the host country.
