Job Description
Summary


You will serve as an Operations Enterprise Portfolio Manager in the Operations Product Support Division of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. You will be the executive liaison for Fleet and Marine Corps needs in the fields of engineering, construction, cybersecurity, maintenance, acquisition, environmental, master planning, real estate, and energy management.

Duties


  • You will provide command-to-command engagement with supported commands and stakeholders, translating supported command's requirements and priorities into NAVFAC's products and services.
  • You will make effective oral and written presentations on matters of importance to high-level staffs consisting of commanding officers, commanders, and department heads up through the O-9 officer level and SES level.
  • You will provide portfolio strategic management, aligning and translating the organizational strategies of the supported command and NAVFAC into near-term and far-term infrastructure plans.
  • You will develop and maintain multi-year plans for facility projects such as Military Construction and Facility Sustainment, Restoration, and Modernization projects.
  • You will use formal decision-making processes and work through official governance structure to plan and program infrastructure requirements.
  • You will manage workload, monitor performance and productivity, and prioritize resources of a facilities lifecycle program.

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying program management, leadership and development skill, as well as delivering products/services; 2) Planning and programming infrastructure life-cycle management projects for an installation; 3) Applying knowledge of facility engineering, infrastructure classification, construction delivery methods, and contract types to develop cost and schedule estimates; and 4) Understanding customer mission needs and translating facilities engineering requirements into products and services.
