Job Description

The primary purpose of this position is to perform a variety of production planning and scheduling and material technician tasks in direct support of depot maintenance programs and operations. These operations include the repair, overhaul, manufacture, and/or modification of various weapon systems including very complex products. Responsibilities Researches, analyses, and initiates job acceptance for programmed/unprogrammed workloads. Manages shop capacity and calculates and establishes shop hours based on workload mixture in systems to control input to maintenance. Monitors multiple shop operations, plans and manages actual production start dates, manages assets in-work and monitors assets in-que in support of the Squadron Commander/Director. Provides material management support to production operations by ordering parts and material. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. "This is a Maintenance Workforce Development Program (MWDP) Position. This position is a developmental (GS-05 Target GS-11) position.   • Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. SPECIALIZED EXPERIENCE FOR GS-05: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Specialized experience includes applying principles, concepts, techniques of productions methods to support operations for a wide variety of production assignments; assisting with preparing a variety of documents and participating in conducting studies, programs and projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience includes applying principles of related production methods, facilities, equipment, and materials required; planning and scheduling repair, overhaul, operations for a wide variety of major aircraft, exchangeable's, and associated assets. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes applying principles, procedures, concepts, production organization and related production methods in facilities, machinery, equipment, manpower and materials required; planning and scheduling repair, overhaul, operations for major aircraft, exchangeable's, and associated assets; monitoring the flow of work through the various work centers as needed to support work in progress. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes performing a variety of production planning and scheduling and material technician tasks in support of depot maintenance programs and operations; repairing, overhauling, manufacturing, modifying various weapon systems strategic fixes to aircraft and engines, exchangeable's, missiles; and monitoring, researching to validate unplanned parts requests, other major end items and associated assets. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the production organization, to include all departments being coordinated both internal and external and all production methods and procedures, labor, machinery, and manpower and material requirements that is both comprehensive and intensive for the repair, overhaul, and modification of a variety of very complex combat and strategic fixed wing aircraft, major end items, and/or major systems.
  • Knowledge of supply operations and technical program requirements to apply established supply policies and procedures to ensure parts/material support for production operations and for items that are urgent, critical, or require special handling.
  • Skill in planning unprogrammed workloads, scheduling and balancing both planned and unplanned workloads, maintaining production schedules, and preventing or alleviating production delays.
  • Knowledge of industrial and related work processes, facilities, methods, equipment, and manning requirements to perform production control functions to evaluate and recommend solutions to problem areas in the shop.
  • Ability to communicate effectively, both orally and in writing. WORKING CONDITIONS: The employee may work in an office setting part of the time, but is also required to visit production areas, which involve moderate risks, discomfort, and require safety precautions. Visits to other industrial areas take place in all weather conditions. The employee may be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement.
