Job Description

The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, and oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

The Department of Community Health is seeking qualified applicants for its Deputy Director of Procurement position. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.


Job Summary:

Plans and assists with operational, and programmatic activities for a department, agency, or facility. Recommends and implements policies and procedures. Directs subordinate managers and staff. Will provide some direction and influence on agency policy. Provides leadership across multiple units, departments, and/or regions.

Primary Duties & Responsibilities:

  • Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
  • Provide the day-to-day direct oversight of the Category Managers, Contract Compliance Officer, Grants Manager, and Purchasing Manager.
  • Ensures efficiency, effectiveness, and accuracy of all functions utilizing computer systems, management controls, and sound organizational structure.
  • Manage and track key sourcing performance indicators (KPls) for Entity Purchasing (e.g., financial, quality, vendor performance, and procurement performance metrics).
  • Coordinates interaction between department, agency, and facility operating units, other programs and/or external customers as appropriate
  • As delegated by the Director, manages fiscal and other administrative functions.
  • Conducts or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines, while coordinating compliance.
  • Participates in the planning, coordination, development, and implementation of long-range goals and objectives.
  • Provide management, oversight, and as-needed execution of Requests for Information (RFI’s), Requests for Quotes (RFQ’s), Request for Proposals (RFPs), and other solicitations based on specified sourcing strategies in conjunction with the Agency Procurement Officer.
  • Oversees the development and ongoing management of one or more programs or projects consistent with agency goals and objectives.
  • Manages human resources and directs administrative activities.
  • Build and manage business relationships with executive teams, key vendors, and top management across the entity to facilitate effective sourcing outcomes.

Minimum Qualifications

Bachelor's degree from an accredited college or university in a related field AND Five years of experience managing professional level staff OR Nine years of experience AND Five years of management experience at the level equivalent to the area of assignment OR Five years of experience at the lower level Sr Mgr, Business Ops (GSM012). Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.


Preferred Qualifications:

  • Verifiable experience in State of Georgia Procurement and Contract/Grant Administration.
  • Certification through the Georgia Department of Administrative Services (DOAS), State Purchasing Division (SPD) as a Georgia Certified Procurement Manager (GCPM).
