Hours of Work: 4/10's, 6:00am - 4:30pm, M-Th
The ideal candidate for this position would hold four-year college or university degree with a major in microbiology, biology or closely related field, eight years of increasingly responsible experience in a microbiology laboratory. Candidate will have strong leadership, organizational and time management skills; ability to critically think and prioritize projects; strong oral communication and interpersonal skills to oversee a high performing team of scientists and daily operations; ability to participate in productive discussions through various forums, summarize findings for various levels of customers, from technical to non-technical audiences; technical writing skills to include plans and standard operating procedures; experience working in a Laboratory Information Management System (LIMS) and Microsoft Office Suite; knowledge of the EPA’s Safe Drinking Water Act (SDWA); ability to read, comprehend, provide feedback, and support implementation of revised or new drinking water regulations. Minimum of four years of supervisory experience is highly encouraged.
GENERAL PURPOSE
Under general direction, supervises and coordinates operations of the chemistry or microbiology sections of the SNWS water quality production laboratory; ensures through testing and analytical processes a quality drinking water supply for SNWS customers; plans and directs the work of professional and technical staff; ensures the laboratory’s state and federal certifications are maintained; and performs related duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
Follows state and federal safe drinking water regulations and standards, oversees microbiology laboratory operations, staff members, and analytical processing of compliance and non-compliance water samples for the various purveyor member agencies in Southern Nevada. Ensures water quality testing of compliance and non-compliance water samples follow established procedures and quality assurance/ quality control requirements. Compiles and produces routine operating reports for management review and informed decision-making. Communicates with other public water system utilities served by SNWA laboratory, regulatory agencies, customers of the SNWA laboratory, and members of the public.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Scientific theory, principles, practices, methods and agents used in the chemical or microbiological analysis and testing of raw, treated and potable water; standard EPA methodologies, laboratory protocols and modern scientific methods appropriate for potable water analysis; current developments and literature regarding water treatment processes and chemical or microbiological testing of the product; water sampling protocols, methods and techniques; methods and processes used in raw water treatment; federal and state law and regulations applicable to the work, including the Safe Drinking Water Act; the operation and maintenance of laboratory equipment standard to a chemical and microbiology laboratory; safe laboratory practices and procedures; accepted quality assurance/quality control techniques; methods and practices used in technical writing applicable to development of standard operating procedures; principles and practices of effective supervision; District human resources policies and labor contract provisions.
Chemistry Discipline:
Theories, principles and practices of organic and inorganic chemistry as applied to the treatment and testing of raw and potable water.
Biology/Microbiology Disciplines:
Theories, principles and practices of bacteriology, limnology, parasitology, virology and biology and microbiology as applied to the treatment and testing of raw and potable water; principles and practices applicable to macroinvertebrate, limnological and microbiological water quality assessments and analyses; microorganisms common to water in southern Nevada; dynamics of lake ecosystems.
Ability to:
Plan, organize and supervise the work of professional and technical staff in a chemistry or microbiology section of a production water quality laboratory; perform testing and analyses using scientific methods and computer equipment; conduct independent research studies with a high degree of scientific accuracy; identify laboratory needs and assignments and exercise sound independent judgment and initiative in carrying them out; present scientific data clearly and concisely, both orally and in writing; apply the results of literature reviews to the work of an assigned laboratory section; share expertise and mentor staff engaged in performing specialized projects and cross-training assignments; foster development of team processes to support completion of laboratory goals including staff development objectives; supervise, train and evaluate the work of professional and technical staff, including staff performing advanced scientific testing and analyses; establish and maintain effective working relationships with other department managers, representatives of other water agencies, staff, officials of regulatory agencies and other encountered in the course of work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in either analytical chemistry, inorganic chemistry, or a closely related field -or- microbiology, biology or a closely related field; and eight years of increasingly responsible chemical or microbiology laboratory experience in the testing and analyses typically used in a water treatment plant laboratory; or an equivalent combination of training and experience. A Master's degree in an applicable scientific discipline is highly desirable and may be substituted for two years of the required experience.
Licenses; Certificates; Special Requirements:
A California/Nevada AWWA Water Quality Analyst III Certificate.
A valid State of Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy.
