BCT offers a competitive total compensation package that, for this position, includes base salary with a starting annual range between $85,000 and $90,000 (negotiable, based on qualifications), along with a generous benefits package. BCT Partners is a US based company and while we encourage a Remote workforce, we do require that all employees reside and work within the 50 US states or the District of Columbia.
The Pricing Analyst is a member of the Accounting team and plays an integral role in providing critical information and guidance for proposal preparation, development and submissions, contract modifications, and strategic capture planning. This includes producing high quality pricing proposals, preparing financial models, pricing schedules and proposal budgets, and for tracking historical pricing information including labor category rates. The Pricing Analyst must function in a fast-paced proposal environment and collaboratively develop pricing and win strategies while ensuring compliance and schedule adherence.
Key Responsibilities[1]:
- Analyze client requests (for proposal, quote and modification requests) to identify contractual and cost pricing requirements, assess risk, and develop risk mitigation strategies in order to assist senior management in making informed business decisions, and provide project teams with proper guidance for determining the best course of action.Analyze estimates of level of effort, material, and equipment costs.
- Develop and prepare project budgets for proposal submission; conduct and participate in proposal review to ensure accurate understanding and approach; collaborate with capture manager, solutions architect, proposal manager and subject matter experts under the guidance of the Chief Financial Officer and/or other members of senior management.
Conduct competitive price analysis based on data sources including historical bids, GSA pricing, and business intelligence tools.
Ensure compliance with pricing restrictions including BPA and GSA ceilings; develop and maintain historical pricing database.
Prepare tables and/or required customer templates for submission.
Obtain information necessary for the development of change order proposals.
- Perform reviews of proposals priced by others for quality assurance purposes. Conduct quality control review of pricing proposals.
- Develop and communicate potential pricing scenarios for consideration directly impacting company win rate.
- Coordinate with internal and external stakeholders, such as project directors, suppliers, consultants, prime contractors, subcontractors, and contract officers regarding project related activities.
- Maintain complete files to include required supporting documentation.
- Establish historical rates for pricing that can inform future bids.
- Assist in the development/enhancement of procedures and automated tools to support continuous improvement of budgeting and change order proposals.
- Ensuring compliance with internal procedures, the Federal Acquisition Regulations (FAR), contract terms and conditions, revised statement of work, or change order requirements. Accurately interpret and apply policies and procedures. Train and/or mentor staff on budgeting tools, policies and procedures.
- Participate in pricing strategy sessions with company leadership and subject matter experts. Utilize quantitative and mathematical skills to provide effective financial modeling.
- Manage all cost volume preparation activities, compiling cost, schedule, and other required elements in accordance with client’s work and revised work specifications, and requests for current projects. Manage the distribution of pricing data calls to subcontractors and respond to pricing data calls by prime contractors.
- Prepare rough order of magnitude (ROM) to support bid strategies and develop price to win (PTW) strategies to ensure competitive bids.
Perform other reasonable tasks as assigned that support BCT’s goals and objectives.
Experience, Knowledge, Skills & Abilities:
- Experienced in creating price-to-win strategies and competitor analysis.
- Detail-oriented, and highly organized, with the ability to handle pricing for multiple proposals simultaneously.
- Able to think critically, exercise sound judgment, ask questions and be open to the input and decisions of others; both independently and collaboratively lead, solve problems, make decisions and manage change.
- At least 3 years of pricing experience in pricing federal proposals
- Effective written and spoken communication skills with the ability to effectively facilitate online or in-person meetings.
- Highly proficient with Microsoft Excel and Excel advanced features (Pivot Table, Functions, Vlookups, etc.)
- Demonstrated ability to work in a fast-paced, deadline-driven environment.
- Experience coordinating projects and motivating high performing teams and individuals with more seniority and who are supervised by others
- Understanding and experience developing pricing for CPFF, FFP, T&M and IDIQ contracts and the development of cost modeling
- Experience aggregating, analyzing, charting, graphing and reporting on and presenting data gathered from multiple sources.
- Professional experience working in financial and/or accounting positions.
- Effective interpersonal skills, with the proven ability to network, collaborate and build relationships with clients, partners, staff, remote colleagues and others.
- Deep understanding of labor rate build-up (e.g., direct and indirect labor rates, overhead rates, fringe and G&A)
- Familiarity with government contracting to include pricing, financial analysis, and contracts with federal agencies such as HHS, DOL, HUD, NSF, and other civilian agencies; experienced in government contracting FAR clauses and regulations, as well as with GSA Schedules
- Bachelor's Degree from an accredited college or university, preferably in accounting, math or related business field; comparable relevant professional experience may be an alternative to a degree.
- Computer, Internet, Microsoft Outlook, Word, and PowerPoint experience and proficiency required; SharePoint, Unanet, and Monday.com experience a plus.
- Experience with creating both small and large contract business proposals for federal government RFPs.
- Ability to develop templates and tools to provide guidance and support to both technical and non-technical audiences.
