Job Description
This position functions as an investigator, analyst and expert on election law in federal, state and local elections. Also responsible for coordinating with the Political Finance and Compliance Manager the Department's budgetary process and for managing the disbursement of all political expenditures from the special and general accounts of the Union treasury (soft money).
Duties
  • Performs other duties, as required.
  • Prepares frequent, detailed budget schedules and status reports for use by the Department and Executive staff.
  • Serves as an expert on the use of either "soft money" or "hard money" in the political arena and advises other AFSCME departments on the proper use of these funds.
  • Assists in managing the filing of campaign contribution reports to appropriate state and local government agencies.
  • May supervise assigned clerical staff and temporary employees hired to assist the Headquarters' operation during election years.
  • May conduct political action training programs to educate AFSCME Headquarters and field staff and AFSCME members.
  • May serve as department liaison with AFSCME’s General Counsel’s office and state finance officers regarding compliance procedures.
  • Maintains ongoing communication with AFSCME's field staff and affiliates in regards to federal and/or state and local campaign finance laws.
  • Assists in coordination of the Department’s budget process, working closely with the Political Finance and Compliance Manager during this process.
  • Responsible for the maintenance and disbursement of all political program budget funds (ranging from $10 to $50 million annually).
  • Develops and maintains a nationwide network of political contacts, both inside and outside the labor movement, for the purpose of gathering information about campaign finance laws and practices.
  • Manages and monitors the maintenance of records.
  • Develops research function relative to campaign finance issues at the local, state and federal levels.
  • Responsible for AFSCME’s compliance with state and local campaign finance regulations by researching and interpreting such regulations.
  • Identifies jurisdictions where there is opportunity to expand employee rights and organizing activities along with the Field Services and Organizing Department.
  • Assists AFSCME’s Accounting Department with AFSCME’s FEC and IRS filings.
Requirements
Education and Experience
  • Graduation from an accredited four-year college or university with course work in accounting or political science.
Skills Requirements
  • Ability to develop and monitor disbursement of political expenditure budgets.
  • Knowledge of labor unions and their role in political campaigns.
  • A minimum of seven (7) years of experience in labor relations and political campaign issues; or any equivalent combination of education and experience which provides the following knowledge, skills and abilities:
  • Ability to perform economic analysis.
  • Ability to conduct sound research and make logical conclusions.
  • Knowledge of accounting procedures.
  • Knowledge of state and local campaign finance laws and practices
  • Skill in database development.
  • Knowledge of FEC laws and regulations.
  • Skill in the use of computers to include the use of information gathering, storing, and cataloging software.
  • Knowledge of information gathering systems and techniques.
  • Knowledge of political campaign issues.
  • Ability to communicate effectively both orally and in writing.
