Job Description

The program specialist serves as a Policy Analyst who supports the OIG's core functions and is dedicated to creating a culture of innovation and continuous improvement by focusing on federal and state public policy and regulation, business process analysis, data analysis, and implementation of organizational improvements.
The Policy Analyst performs advanced policy and data analysis, provides consultative services and technical assistance, and coordinates across OIG's divisions, HHSC, and with external stakeholders to analyze operational challenges, research best practices, identify solutions, and create efficiencies within the OIG.
The Policy Analyst develops reports and presentations summarizing complex concepts and data, formulates strategic solutions to problems, and advises OIG leadership accordingly. This position focuses on process and operational improvement through data and policy research and analysis, evaluation of policies, systems, and procedures through observation, interviews, performance analysis, data analytics, and trend analysis.
As a lead for assigned projects, this position may plan, assign, and supervise the work of others. The ideal candidate will thrive in an environment that emphasizes innovation, critical thinking, collaboration, and leading by example. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
This is primary teleworking position with exceptions for some meetings.

Essential Job Functions:
EJF 1: (35%) Conducts data and policy research, planning, policy and program assessments, and administrative activities for the OIG. On a routine basis, this position provides OIG management with data-driven, research-based support to further OIG priorities. Conducts complex research, business process analysis, policy analysis, and data analysis to develop findings and recommends innovative and creative solutions to issues related to OIG program functions and performance. Reviews administrative reports and proposals and provides feedback to the IG and OIG leadership team. Collects and analyzes data and recommends strategies to address immediate or long-term issues that may require revisions to operational processes. Develops and utilizes project management tools, such as work plans, communication plans, timelines, status updates, agendas, risk mitigation strategies, fiscal impact analyses, and reports. Sets and achieves goals and objectives, meets project deadlines, resolves challenges, and reviews and edits work products. Projects require excellent analysis, innovation, and organization skills. May be responsible for multiple projects simultaneously. Stays informed of health and human services topics and trends.
EJF 2: (30%) Consults, advises and collaborates with all levels of IG leadership and staff, other state and federal agencies, strategic partners, and stakeholders. Acts as a liaison with internal and external stakeholders. Develops and maintains positive working relationships with all stakeholders. Represents OIG's interests on work groups, task forces, meetings, and other partnerships. Works on cross-divisional and cross-agency initiatives and projects, which may include coordinating audit responses, implementing program reviews, developing or revising administrative rules, and other activities. Establishes and facilitates workgroups and stakeholder meetings. Sets and achieves workgroup goals and objectives, and reviews and edits work products. Identifies and resolves challenges and barriers related to achieving goals and objectives. Collaborates across business functions to gather data, review findings, and see initiatives through to completion.
EJF 3: (20%) Exhibits excellent interpersonal, verbal, and written communication skills. Position will exhibit excellent verbal and written communication skills to develop high quality, well-written, well-organized, and concise documents and presentations. Documents may include briefing materials, issue papers, memos, and reports for OIG leadership and management review and decision-making. Ensures work and work products are consistent with OIG mission, goals, and values. Prepares and makes presentations to the IG, the OIG leadership team, and other staff in the OIG for the purposes of providing information, training, or facilitating decision making. Performs or oversees the collection, organization, analysis, and preparation of materials in response to requests for information. Prepares, analyzes, tracks, and submits status reports and other deliverables.
EJF: 4 (10%) Contributes to unit performance with a goal of continuous improvement. Collaborates with team members to plan, facilitate, and execute unit assignments. Develops, recommends, implements, and administers continuous quality improvement methods and procedures to enhance unit operations. Develops and revises unit policies and procedures. Monitors compliance with program policies and procedures, statutes, rules and regulations. Reviews monthly and quarterly performance measures and makes recommendations to management for process improvements based on performance.
EJF 5: (5%) Performs other duties as assigned. Keeps supervisor informed as required or as necessary.

Knowledge Skills Abilities:
  • Knowledge of health and human services programs, functions, and systems, including related local, state, and federal laws and regulations preferred.

  • Knowledge of public policy development and analysis.

  • Knowledge of project management concepts.

  • Strong research and analytical skills with the ability to collect, analyze, correlate, organize, and disseminate significant amounts of complex information with attention to detail and accuracy.

  • Ability to prepare well-written, objective, concise, well-organized reports and presentations with thoughtful, data-driven recommendations for OIG leadership's consideration.

  • Strong skills related to the use of English language grammar and punctuation.

  • Skilled in use of office equipment and software i.e., Microsoft Office, Excel, Word, PowerPoint, etc.

  • Ability to evaluate problems and recommend alternative, innovative solutions.

  • Ability to develop and interpret program regulations, policies, and procedures.

  • Skill in communicating effectively both verbally and in writing.

  • Skill in establishing and maintaining collaborative and effective working relationships with all levels of staff and external stakeholders.

  • Ability to manage multiple tasks and exhibit flexibility in prioritizing tasks to meet demanding deadlines.

    N/A

    Initial Selection Criteria:
    Graduation from a four-year college or university with major coursework in public policy, public or business administration and management, research analytics, or related area is preferred.
    A minimum of four years of experience in a field related to the job functions is required.
    Experience with reviewing or evaluating programs and services.
    Experience synthesizing complex information and translating it into clear and concise written documents and/or oral presentations.

    Additional Information:
    The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS in Medicaid and other HHS programs. Potential employees of OIG are subject to criminal background checks in accordance with the HHS Human Resources policy. Selected applicants must complete a national fingerprint-based criminal background check through the Texas Department of Public Safety (TDPS) and Federal Bureau of Investigations (FBI) to determine if they have criminal history record information that constitutes a bar to employment.
