The purpose of this position is to enforce federal, state, and city laws and ordinances; to investigate violations of these laws and ordinances; to file charges against violators with the appropriate judicial system, federal, state, county, or city court; to write and execute arrest and search warrants; to respond to and manage crime scenes; to collect and analyze evidence; to testify before the grand jury and in court; to attend specialized trainings and seek specialized certifications; to provide department wide training; to supplement patrol services as needed; and to participate in community engagement programs and activities.
Investigation of violations of federal, state, county, and municipal laws and ordinances, whether the violator or victim be adult or juvenile.
Develop and participate in proactive crime solving measures, to include surveillance, directed operations, and undercover work.
Assist, liaison, and cooperate with outside law enforcement agencies, other city departments, residents, and businesses in solving and preventing crime.
Assist fellow detectives and officers with investigations. Including, but not limited to, gathering of evidence, questioning of witnesses, suspects, and victims, and apprehension of suspects.
May review reports submitted by officers and/or other Detectives to ensure completeness.
Keep cases organized, up to date, and communicate case status to relevant colleagues and supervisors.
Keep documentation and notes in compliance with state law and the Criminal Justice Information System requirements.
Respond to and manage crime scenes.
Collect, process, and analyze evidence.
Case preparation, presentation, and filing with the District Attorney’s office or other appropriate court or agency.
Prepares case reports for trial and preparing for appearances in court to present evidence and testimony.
Provides information and guidance to the public/victims regarding the case status and processes.
Participate in crime analysis. Write and disseminate intelligence bulletins for internal and external use.
Answer calls, in progress or otherwise, as needed and directed.
Conducts in-service training and provides instruction on investigative procedures to officers.
May assist other departments with fingerprinting, background investigations and any other duties as assigned by the Criminal Investigations Lieutenant.
Must have knowledge of law enforcement practices and procedures, knowledge of criminal structures and investigative and prevention techniques and procedures.
Police patrol experience is required.
Criminal law, with emphasis on arrest, search, seizure, interview, and interrogation procedures..
Rules of evidence pertaining to search and seizure and the preservation and presentation of evidence in court.
Criminal investigation techniques and procedures, including crime scene investigation, interview, interrogation, fingerprinting and photography.
Knowledge of recent court decisions on arrest, search, interrogation procedures and the handling of suspects and prisoners.
Knowledge of law enforcement practices and procedures; knowledge of criminal structures and investigative and prevention techniques and procedures; knowledge of departmental policies and procedures, city ordinances, local, state, and federal law; skill in the care and use of crime scene tools, cameras, and police weapons and equipment.
Ability to safely operate a motor vehicle in routine and emergency or extreme circumstances.
Special Requirements:
This position is classified as a safety-sensitive position and is subject to random drug and alcohol testing during employment.
This position requires the employee to adhere to the on-call policy.
This position is a rotational position of three years.
Licenses and Certificates:
Valid driver's license with good driving record and ability to maintain while employed. TCOLE Basic Peace Officer license required.
Work Environment:
Works primarily in a climate-controlled office environment but may occasionally work in a field environment with exposure to weather conditions, hazardous situations, materials, etc. when investigating a crime scene, serving warrants, making arrests etc.; may work evenings and weekends and subject to “on-call” status. Includes sitting, walking, reaching, bending, climbing etc.; occasionally lifts objects weighing 50 lbs.
