Job Description
Acts as building and fire safety plan reviewer, reviews residential and commercial building plans for compliance with all applicable Town building and fire codes. This position performs detailed plan review and provides building inspection support as well as assists the public, contractors, engineers, and architects doing business with the Town of Cave Creek.
Essential Functions & Responsibilities
  • Interprets code requirements and informs applicants of various construction requirements relating to Town adopted building and fire safety codes.
  • Advises construction permit applicants by phone, in person, and through electronic correspondence as to whether proposed construction conforms with the building, fire, plumbing, mechanical, and electrical codes, zoning ordinances, and related regulations and directives.
  • Provides technical information to field inspectors and applicants by reviewing and researching available records and maps.
  • Performs inspections on as need basis for residential and commercial structures ensuring compliance with fire, mechanical, plumbing, electrical, fuel gas, energy, and accessibility code requirements.
  • Reviews plans, sketches, engineering calculations, and other data to approve or deny applications for residential and commercial construction permits.
  • Enters technical data as required for sites, permits, or plans information via electronic programs.
  • Checks various data files to ensure that permits issued meet requirements or are released in accordance with established procedures prior to completion of all release requirements.
  • Types memos and code compliance reports.
  • Recommends changes in codes to resolve design and interpretation problems and to accommodate and control new materials and new design concepts.
  • Reads code updates and ordinance changes and attends seminars to keep current with code changes and new ordinances.
  • Completes necessary functions to approve or to deny applications for permits.
  • Approves alternate methods or materials for code compliance within the scope of authority delegated by the Building Official.
  • Inspects construction in the field for compliance with the approved plans, local, state, and federal statutes, as needed.
  • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
  • Reviews residential and commercial construction plans, including structural calculations, truss calculations, energy calculations, and specifications for conformance to adopted Town codes, including building, fire, mechanical, electrical, plumbing, fuel gas, accessibility, and energy conservation.
  • Maintains regular and reliable attendance.
  • Meets with applicants prior to submittals to discuss design conformance and requirements for code compliance.
Required Knowledge, Skills, And Abilities
  • International Code Council (ICC) building codes, Town amended building codes, ordinances, and directives, including building, electrical, mechanical, plumbing, accessibility, and zoning requirements as applied to residential and commercial construction.
  • Mathematical principles required to perform related technical calculations.
  • Various construction materials, methods, and stages of the construction process.
  • Adept in Bluebeam, permit processes, and submittal requirements.
Ability To
  • Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
  • Communicate in the English language by phone or in person in a one-to-one or group setting.
  • Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
  • Work cooperatively with other Town employees and the general public.
  • Measure dimensions using engineer's and architect's scales.
  • Draw or letter charts, schedules, graphs, maps, or similar objects.
  • Comprehend and make inferences from written material.
  • Use graphic instructions, such as, plans, schematic drawings, or other visual aids.
  • Work safely without presenting a threat to self or others.
  • Read and accurately interpret plans and specifications, legal descriptions, and other pertinent data.
Minimum Qualifications
Must possess an associate degree or equivalent and have at least three years of experience reviewing plans, schedules, and other data to ensure proposed construction conforms with building, plumbing, mechanical, and electrical codes, and related regulations and directives. Other combinations of experience and education that meet the minimum requirements may be substituted. A valid class D State of Arizona driver's license is required.
  • ICC Residential Plans Examiner OR ICC Building Plans Examiner
  • Experience in one, or a combination of the following areas: Plans examiner, building inspector, project manager, project engineer, project architect, construction trades, building design.
  • ICC Commercial Building Inspector or Residential Building Inspector (Or ability to acquire within 6 months of hire).
OR
  • Any equivalent combination of formal education and experience sufficient to perform the essential functions.
Preferred Qualifications
  • ICC Combination Inspector or Code Specialists.
