The Planning and Development Department guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows and needs arise. The process is governed through development and enforcement of city codes and ordinances. The Planning and Development Department is looking to full multiple vacancies for a Civil Inspector II.
The Civil Inspector II inspects the full range of public works construction projects, which includes water and sewer mains and services, storm drains, box culverts, dry utilities, concrete driveways, sidewalks, curb & gutters, street pavement, irrigation, and landscaping. The Civil Inspector II will inspect permitted construction in the public right-of-way for compliance with MAG standard details, specifications, and approved plans. In addition, the Civil Inspector II performs City of Phoenix zoning code enforcement inspections, such as ADA parking, signage, accessible route compliance, site parking, lighting, and screening compliance.
Opportunity to underfill at the Civil Inspector I level performing entry level technical and skilled site development in the field for public works and residential projects. Employees work independently in the field and are responsible for making decisions requiring technical discretion, and sound judgment. Employees in this classification report to a Civil Inspection Field Supervisor, Civil Engineer, or similar supervisor, who provides supervision and training designed to prepare incumbents for promotion to Civil Inspector II.
IDEAL CANDIDATE
- Knowledge of Microsoft Outlook.
- Ability to problem solve and research workable solutions by utilizing a wide range of Civil Engineering principals and by using the existing framework of M.A.G and various City of Phoenix adopted Civil Engineering Codes.
SALARY
Civil Inspector II - $25.35 (minimum) - $37.26 (maximum) hourly / $52,728.00 - $77,500.80 annually. Candidates may be hired up to $77,500.80 depending upon qualifications.
Civil Inspector I - $23.03 (minimum) - $33.83 (maximum) hourly / $47,902.00 - $70,366.00 annually. Candidates may be hired up to $70,366.00 depending upon qualifications.

MINIMUM QUALIFICATIONS
Civil Inspector II:
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- Two years of inspections experience in public works or zoning requirements (two years at the level of Civil Inspector I), and certification as noted below.

- Documented completion of three years construction experience working at a skilled journey level in public works, site development, or related building trades, or relevant certification by a model code agency as an inspector or plan reviewer.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
By the end of probation, the selected candidate must possess TWO NICET (National Institute for Certification in Engineering Technologies) Certifications from the following subjects:
- Highway Construction
- Construction Materials Testing
- Asphalt
- Concrete
- Soils
- Water and Sewer Lines
- Asphalt
- Storm Water and Wastewater System Inspection
- Transportation
- Highway Construction
- Highway Surveys
- Highway Surveys

Other acceptable certifications:
- ATSSA (American Traffic Safety Services Association) – Traffic Control Technician
- AZAG (Arizona Chapter Associated General Contractors) – Erosion Control Coordinator
- ICC (International Code Council) – Accessibility Inspector/Plans Examiner certification
- ATTI (Arizona Technical Testing Institute) certification (In lieu of NICET Asphalt & Soils)
- ATTI qualifies for TWO certifications
- ACI (American Concrete Institute) – Concrete Strength Test or Concrete Field Test
- ATTI qualifies for TWO certifications

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Experience in Civil construction survey.
- Landscaping experience.
- Five years or more of experience at a Skilled journey level within listed trades: Grading and Drainage, Sewer, Water, Concrete, Paving, Zoning, and Material Testing.
- Code Enforcement or Past Civil Inspections Experience in Grading and Drainage, Sewer, Water, Concrete, Paving, and Zoning.
- Experience in Civil material sampling.
- Experience in Civil concrete structures.
- Experience using GIS, OnBase, and KIVA.
