Job Description
Position Information

The purpose of this classification is to appraise personal property to determine appropriate values for tax assessment purposes.

Job Summary

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Interprets and applies state and local laws pertaining to property appraisal and assessment.
Conducts field reviews of residential/commercial real property; locates and identifies real property, referring to various maps, property indexes, directories and other documents; measures property size, shape, and square footage; calculates inaccessible areas of structures; collects and records data relating to number of rooms, type of construction, age, building materials, terrain, appearance, property, improvements, or other conditions effecting values; identifies various types of construction; draws sketches of structures; checks properties for boat dock permits; classifies each property and determines extent to which it is taxable; makes calculations and applies data to property appraisals.
Collects and organizes building permits used to locate and value properties; verifies accuracy of map and parcel numbers on permits; lists property data and submits permits for data entry.
Reviews various records and documentation in association with determining appraised values; collects, verifies, and applies data relative to land/property valuations, such as zoning, selling/asking prices, ownership, income, or building costs; researches public records of sales, leases, assessments, and other transactions; identifies other factors impacting value of existing properties, such as remodeling, new features, depreciation, changes in classification, zoning changes, or external forces such as noise, traffic, pollution, or other factors; takes such factors into consideration in determining appraised values; verifies comparable sales related to properties and makes appropriate adjustments.
Calculates fair market values and assessment values of real property; calculates approximate amount of property taxes due; maintains equalization of comparative properties.
Provides information and assistance to property owners, builders, surveyors, realtors, or other individuals regarding appraisal data, appraised values, property lines, ownership records, appeal rights, and related information; explains assessment laws to taxpayers; responds to questions, complaints, and correspondence from the public; resolves issues involving angry/irate taxpayers; provides information, researches problems, and initiates problem resolution.
Defends appraised values and valuation methods during appeals; conducts informal appeals to confirm validity of calculations and uniformity of property information; conducts re-appraisals and adjusts appraised values as appropriate; defends appraised values during Board of Equalization hearings as needed; maintains appropriate documentation and information to defend appraisals.
Conducts research of various sources; researches legal records such as deeds, deeds of trust, leases, assessments, or other records; researches returned mail to identify status of taxpayers.
Reviews/interprets property record cards; compares data on cards with actual property in field; identifies discrepancies and makes corrections.
Evaluates land for conservation and makes recommendations for acceptance/rejection; sketches soil maps for conservation.
Prepares or completes various forms, reports, correspondence, property record cards, sales reports, improvement reports, land line reports, appeal reviews, sketches/diagrams, or other documents.
Receives various forms, reports, correspondence, building permits, property record cards, improvement reports, tax bills, tax return forms, assessment notices, property listings, sales reports, deeds, valuation guides, building cost manuals, appraisal guides, tax law books, map books, aerial photographs, blueprints, architectural drawings, plats, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, e-mail, Internet, or other software programs.
Operates/utilizes a variety of equipment or tools associated with work activities, which may include a motor vehicle, blueprint/map copier, light table, copy machine, fax machine, calculator, camera, engineering scale, measuring instruments, or telephone.
Maintains file system of appraisal documentation and other departmental records.
Communicates with supervisor, employees, other departments, Board of Equalization, Board of Assessors, property owners, taxpayers, realtors, attorneys, surveyors, tax consultants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Assignment to the Personal Property Division may include the following additional duties:
Performs valuation of personal property accounts for tax assessment purposes; maintains uniformity between taxpayers by comparing like items, researching appropriate pricing guides, applying depreciation and inflation factors, and establishing fair market values on personal property.
Processes documentation pertaining to personal property appraisal or assessment; sets up new accounts by assigning account numbers, creating new files, and entering data into computer; processes tax returns; retrieves account records to compare current year with prior year; identifies changes from previous year; investigates inconsistencies in reporting; contacts property owners to verify provided information or request additional information.
Performs intermediate accounting functions for desk audits to verify accuracy of information; reviews current accounting records; analyzes/examines various reports, financial statements, balance sheets, ledgers, asset listings, and other records to verify taxable property with tax return and to determine conformance with established guidelines; verifies leased equipment through leasing companies; updates records and correlates schedule values to asset listing costs.
Conducts discovery of taxpayers not filing personal property returns or not reporting assets; performs research for discovery purposes through field visits, telephone directories, businesses license review, review of building/electrical/sign permits, or other sources; generates assessment notices for assessments placed property; conducts continual investigations to discover non-reporting situations.

ADDITIONAL FUNCTIONS
This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
Performs general/clerical tasks, which may include answering telephone calls, assisting customers at front counter, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Assists taxpayers in filing for homestead exemption and school tax exemption.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.

Minimum Qualifications

High school diploma or GED; supplemented by college level course work or vocational training in real property appraisal and property assessment; supplemented by two (2) years previous experience and/or training involving real property appraisal, property assessment, construction cost estimation, and personal computer operations, to include one (1) year of experience at the Appraiser I level; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State of Georgia Appraiser I and Appraiser II certification. Must possess and maintain a valid Georgia driver’s license.

Personal Leave Accrual

Personal leave shall be accrued as follows:

0 - 4 Years - 20 days per year - 6.16 hours per pay period
5 - 14 Years - 25 days per year - 7.70 hours per pay period
15+Years - 30 days per year - 9.24 hours per pay period

Dental Insurance
The Forsyth County Board of Commissioners offers two dental plans from Delta Dental:
  • Buy-Up $1,500 Plan
  • Base $1,000 Plan

Vision Insurance
The vision plan offered by Forsyth County Board of Commissioners is administered by Aetna and will offer office visit copays for exams, as well as copays for lenses, frames, and contacts.

Basic Life & AD&D Insurance
The Forsyth County Board of Commissioners recognizes the importance of basic life insurance for all of its employees. The Board provides term life insurance and accidental death and dismemberment (AD&D) protection for each full-time employee. This is a County-paid benefit.

Disability Insurance – Short Term and Long Term
100% paid by Forsyth County. Eligibility begins date of hire.

Short Term Disability – 60% of weekly earnings to a maximum of $1,000.00 a week. Eligibility begins 14 days after an accident or sickness and has a benefit period of 24 weeks.

Long Term Disability – 60% of monthly earnings to a maximum of $5,000.00 a month. Eligibility begins at 26 weeks to coordinate with the end of Short Term benefits and continues 24 months (Own Occupation).

Additional Life Insurance and AD&D
Rates vary based on amount of coverage selected. Additional life insurance may be purchased for employee, spouse, and children.

Retirement Plan (401K)

Fully vested at five years of employment – 20% graduated vesting annually. Eligible to begin contributions immediately upon hire.

6 mos to 3 yrs – County matches 100% of a max 5% of employee gross contributions

3 yrs to 10 yrs – County contributes 5% of base salary & County matches 100% of a max of 5% of gross employee contributions

Over 10 yrs – County contributes 5% base & County matches 100% of a max of 5% of gross employee contributions & County matches 50% of next 5% of gross employee contributions
