About Our Job
The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field several days a week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.

About the Department of Finance
The Department of Finance manages the city’s investing, fiscal analysis, budgeting, debt and asset management, tax assessment and collection, and accounting functions as well as establishing, maintaining and enforcing fiscal policies, practices and procedures for the entire City and County of Denver. The Department commits to Denver residents the delivery of these services through a financial structure that mirrors the best practices of both the public and private sectors. About the Assessment Division
The Assessment Division locates, appraises and records all of Denver's real and personal properties in accordance with the Colorado Constitution, State statutes and Board of Equalization procedures. The Assessor certifies valuations to several special tax districts and tracks values and annual tax increments within the City's various tax increment financing (TIF) districts. The Division prepares and delivers the tax warrant to the Treasurer; maintains records on tax exemptions for seniors and other populations; generates value notices for all taxpayers; and processes written and in-person valuation protests and appeals.

The Department of Finance is seeking a dedicated and motivated Personal Property Appraiser within the Assessment Division to perform entry level work assisting with and learning how to conduct business personal property valuation and to provide routine information on assessment processes and applicable state and local personal property tax laws.
Additionally, the Personal Property Appraiser:
  • Under direct supervision, compiles personal property data for the purpose of taxation and prepares personal property tax declarations
  • Assists with and learns how to conduct on-site inspections of personal property to estimate the value of assets; assists with performing calculations to determine asset value, taxable rate and category, and tax exemption status utilizing established procedures, manuals, and tax tables
  • Prepares and maintains personal property case files to include records of correspondence
  • Performs other duties as assigned or requested
  • Provides routine information to business owners, other jurisdictions, and city agencies on personal property assessment process; assists with providing explanations of state and local personal property tax laws.
  • Receives training and instruction on the interpretation and application of state tax code and tables and on assessment internal processes and programs
  • Assists with and learns how to conduct field investigations for identifying/verifying businesses and personal property and verifying ownership, registration, and compliance with applicable statutes.
  • Under direct supervision, evaluates and processes routine personal property valuation protests
  • Under direct supervision, processes personal property tax declarations by reviewing and analyzing information submitted by business owners

  • Familiar with Microsoft Products (outlook, Teams, Excel, Word, PowerPoint)

  • Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate.
  • Education/Experience Equivalency: Additional appropriate education may be substituted for the minimum experience requirement.
  • Experience Requirement: Four (4) years of clerical level experience performing basic accounting, customer service, explaining rules and regulations, or experience in assessment personal property valuation.
