Job Description
  • Applies skills in active listening and courteous interactions in supporting requests from employees, department heads, and authorized agencies in response to payroll inquiries.
  • Verifies and processes CTO cash-outs, back-pay, special pay, payroll adjustments, severance and employee termination payments
  • Performs all duties with strict confidence while maintaining a high level of accuracy and excellent customer service
  • Keeps current on all changes in social security and income tax regulations affecting payroll withholdings.
  • Prepares departmental dashboards
  • Maintains prepaid expense schedules
  • Processes employment and income verifications
  • Processes DCH Health System payroll, analyzes, and compiles payroll data to maintain accurate payroll records according to established procedures and schedules.
  • Processes employee travel reimbursements, wage garnishments and other ad hoc payroll deductions
  • Reconciles, prepares, and distributes W-2s according to government regulations for DCH Health System
  • The Payroll Specialist, under the supervision of the Assistant Director of Finance, is primarily responsible for coordinating and processing payroll for the DCH Health System according to established procedures, schedules, and government regulations. In addition, this position will perform other departmental Finance functions as needed.
  • Assists with cash & change fund audits & reconciliations
  • Prepares sales & tangible personal property tax returns as directed
  • Exercises critical thinking skills in resolving issues within the Payroll Department.
  • Responsible for making timely tax deposits for social security, federal and state income tax withholdings including preparation of the required quarterly and annual reporting.
  • Performs daily accounts payable reconciliations
  • Completes all post payroll reporting and journal entries
  • Responsible for the set-up and maintenance of all employee DailyPay accounts
  • Stays abreast of payroll system updates and documents procedures as needed.

Bachelor of Science Degree in Accounting, Finance or Business related field preferred. Prior payroll experience preferred. Payroll certification (FPC or CPP) preferred. Proven Microsoft word and excel spreadsheet creation experience required. Must possess the ability to quickly grasp new technical skills. Must possess an acute awareness of the confidentiality of all data dealt with. Must have critical thinking skills to evaluate problems, make recommendations and implement. Must be able to read, write legibly, speak and comprehend English.
