Would you like to oversee one of the largest youth recreation programs in Eastern Wake County with a variety of cultural programs and community events? If this great opportunity interests you, we invite you to apply to become the Town of Rolesville’s next Parks & Recreation Director. Team Rolesville is looking for a dynamic team-builder with extensive knowledge in athletic programming, facility management, and administration. Our new team member will lead a diverse, energetic group of full-time and part-time staff and volunteers while exhibiting an eye for detail and a passion for customer engagement in one of the fastest-growing communities in the state.


Examples of Duties


  • Promotes and supports the overall mission of the Town by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department's budget; plans, organizes, administers, reviews and evaluates the activities of assigned staff.
  • Plans, coordinates, and participates in an expanding and flexible program of recreational activities for various segments, groups, ages, and interest levels of the community in the area of special events, cultural events, and athletics.
  • Maintains currency of employment regulations, industry trends, current practices, new developments, applicable laws, and legislation.
  • Researches, writes, and manages grant applications and programs for park land acquisition and facilities construction/improvement.
  • Attends hearings, Board meetings, and conferences to present recommendations, answer inquiries, and represent the Department.
  • Establishes and maintains effective working relationships with other local, state, and regional agencies and groups, both public and private; maintains involvement in the community by working with local schools, clubs, and other organizations.
  • Maintains schedules and reports in the Parks and Recreation Department concerning the use of all facilities and equipment.
  • Determines and recommends locations for the development of park land; identifies and recommends park structures to best serve the interests of the community.
  • Assesses maintenance conditions at parks and recreation facilities and fields.
  • Promotes the parks and recreation programs through publicity and marketing initiatives.
  • Counsels and receives input from advisory boards, community groups, and individuals for overall planning and programming.
  • Recommends construction and maintenance activity for parks and recreation fields/facilities and includes as appropriate in the budget process.
  • Conducts performance evaluations for direct reports.
  • Directs/conducts analytical studies pertaining to existing and proposed parks, greenways, and facilities; develops and reviews reports of findings, alternatives and recommendations that are in line with the Parks & Recreation master plan and the Town’s overall strategic plan; directs the maintenance of accurate records and files.
  • Serves as the staff member to the Parks and Recreation Advisory Board as required.

Typical Qualifications


Education and Experience:

  • At least 4 years of management experience in parks and recreation programs and operations; preference will be given to candidates with 5 to 7 years of direct experience along with progressively responsible supervisory experience.
  • Bachelor’s degree in Recreation, Public or Business Administration, or a closely related field.

Required Certificates, Licenses, and Registrations:
North Carolina driver’s license that is in good standing.

Compensation
The salary range for the position is $86,222-$127,609, with an expected hiring range of $86,222-$106,916, depending on qualifications. The Town offers an excellent benefits package that includes the following:

Dental Insurance
The Town pays for dental insurance coverage for regular employees through Dental Dental. You may choose to extend coverage to eligible dependents through payroll deductions on a pre-tax basis. Telemedicine
The Town provides 24/7 access to doctors through Teladoc. Regular Town employees and their in-home family members are covered. Coverage begins on the first day of the month following employment (e.g. work begins Jan 15, coverage begins Feb 1).

Flexible Spending Accounts
The Town offers employees the option of setting aside money for medical and dependent care expenses using pre-tax dollars.

Local Governmental Employees Retirement System
All regular employees are automatically enrolled into the NC Local Governmental Employees Retirement System (NCLGERS). The employee contributes 6% of gross wages to the retirement account. The Town contributes based on guidelines set by the retirement system. Participation begins on the first day of work. Employees are fully vested after 5 years of creditable service.

401k Supplemental Retirement
The Town contributes 5% of gross wages for regular employees. Employees may voluntarily elect to make additional contributions on a pre-tax or after-tax basis. Participation begins on the first day of work.

Life Insurance
All regular employees are provided a basic life insurance benefit of $25,000, and the Town pays the full premium cost. Coverage begins 30 days after the first day of work (e.g. work begins Jan 15, coverage begins Feb 15).

Short-term Disability Insurance
The Town pays for short-term disability insurance coverage for regular employees. Insurance payments begin on the 8th day of disability, with a maximum payment period of 26 weeks. Coverage begins 30 days after the first day of work (e.g. work begins Jan 15, coverage begins Feb 15).

Holidays
The Town follows the holiday schedule for the State of North Carolina, which currently includes 12 paid holidays per year: New Year's Day, Martin Luther King Jr Day, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving (2), and Christmas (3).

Vacation Leave
Vacation leave is earned at a rate based on length of service, beginning with a rate of 1 day per month. Leave accrues bi-weekly with the payroll process. You are required to complete six months of service before vacation leave will be granted. Vacation leave accumulation is capped at 30 days; excess hours may be eligible for transfer to sick leave.

Sick Leave
Sick leave is earned at a rate of 1 day per month. Leave accrues bi-weekly with the payroll process. Town employees may accumulate sick leave indefinitely.

Parental Leave
Eligible employees may receive up to 6 weeks of paid parental leave for the birth or adoption of a child.

Employee Assistance Program
The Town provides free, confidential support for personal, work-related, and family concerns.

Special Separation Allowance for Law Enforcement Officers
Law enforcement officers who retire on a service allowance may be eligible for a monthly separation allowance payable until age 62. Other conditions also apply.

Workers Compensation
All Town employees are covered under the North Carolina Worker's Compensation Act. This act covers those employees who suffer injuries as a result of an accident while performing duties. It will pay medical expenses and a portion of the employee's salary if the individual is out of work as a result of a work-related disability.

Social Security
Town employees are members of the Social Security System. Each employee contributes 6.2% of their annual salary and the Town contributes the same amount. Social Security benefits include retirement and disability payments and survivor's insurance.

Local Government Federal Credit Union Membership
As a municipal employee, you are eligible to join the Local Government Federal Credit Union. The credit union provides a variety of services such as checking accounts, savings accounts, low-interest loans, and investment options.

Tuition Assistance
Full-time employees who have completed their initial probationary period may receive financial reimbursement assistance of up to $1,500 per fiscal year for satisfactory completion of courses relating to their present job or future position with the Town.

Law Enforcement Take Home Vehicle
Full-time employees in a law enforcement capacity may qualify for the take-home vehicle program if they reside within the approved commuting area.
