Job Description
General Description

This position is responsible for directing and overseeing the development and administration of Parks and Recreation programs and facilities, working directly with outside vendors and organizers to provide programs and events on City property. Work is performed with considerable independence under general supervision.

This position is exempt. Fair Labor Standards Act overtime provisions will not apply.


Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.

Primary Duties

  • Performs other duties as assigned.
  • Serves as a liaison guiding and coordinating activities with outside organizations for events or programs occurring on City property and parks.
  • Administers and monitors a variety of recreation, environmental education, special events, aquatic and athletic programs.
  • Trains newly hired staff on necessary processes and procedures.
  • Receives and responds to a variety of inquiries, requests for assistance, concerns and complaints in areas of responsibility and takes appropriate corrective action.
  • Regularly oversees the daily operations of aquatic facilities, field reservations, field maintenance, pool maintenance, city softball and athletic programs.
  • Markets and promotes City events and facilities to increase awareness within the City, South Lake County and Central Florida communities.
  • Oversees the recreation application and program contract process, collection of deposits and fees, and delivery of services at City owned parks and facilities.
  • Processes letters and forms, schedules, creates manuals/booklets, purchase orders, and creates related paperwork/files/records using both manual and computer resources. Performs data entry as needed. Updates access codes as needed.
  • Oversees and supervises during ARC rentals and events.
  • Conducts research to develop and administer procedures and processes for scheduling programs and recreational events at City owned parks & buildings.
  • Supervises seasonal staff, contract instructors, and athletic recreation specialist.
  • May maintain vehicle files and reports along with completing monthly fuel usage reports.
  • May oversee the City Special Event process as required by the Code of Ordinances.
  • Plans and prepares work schedules and assigns tasks. Addresses personnel problems with management and prepares employee performance evaluations for assigned staff.
  • Prepares invoices and processes payments for programs and services.
  • Performs research and retrieval of records. Conducts statistical comparisons of information. Sets up registration procedures and forms to be completed by participants.
  • Performs office management functions and coordination to include; maintaining records and files, performing duties related to records retention and disposition, and ordering of office supplies.
  • Utilizes computer-based word processing software and processes letters, forms, reports, schedules, manuals, booklets, requisitions, purchase orders and related paperwork. Enters data into computer containing technical terminology, retrieves and analyzes data for reports.
  • Conducts research as needed for and assists in budget preparation and monitoring; and prepares payroll.

Minimum Qualifications

  • Minimum of two (2) years of increasingly responsible professional experience in one of the following: Recreation, Leisure Services, or Event Management.
  • Bachelor's degree from an accredited college or university in Hospitality Management, Event Management, Sports Management, Physical Education, Public Administration, or related field.
  • Current Certified in Red Cross First Aid & CPR or comparable higher-level training (or ability to obtain within the first 3 months).
  • Valid Florida Driver's License Class E.

In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Physical Demands
  • Regular driving of vehicle.
  • Frequent walking and standing, climbing, stooping, reaching, and bending.
  • Good finger/hand dexterity and hand/eye coordination.
  • Continual light work and occasional heavy work.
  • Exerts up to 10 pounds of force on a regular basis.
  • Ability to lift up to 50 lbs.
  • Good eyesight, hearing and speech.

Work Environment
Works inside in an environmentally controlled space as well as outdoors in the elements. The position is exposed to no unusual environmental hazards.
