Job Description
General Description
The Orange County Criminal Justice Resource Department has an opening for a Youth Build Coordinator. The work involves the responsibility for establishing a new program that provides intensive case management services, counseling, guidance, leadership training, mentoring, referrals for support services and interventions and ensuring opportunities for growth to high-risk youth that are justice-involved (Juvenile Justice or Adult court). An employee in this class is responsible for stakeholder outreach work, program and operation design, identifying resources and gaps for youth the program serves, building a caseload and ensuring evidence-based interventions that reduce recidivism, reduce disparities and improve outcomes for youth.

Work is performed under the general supervision of the Criminal Justice Resource Director with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding client needs. Currently, supervision of others is not required of this position. Position does related work as required.

  • This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Background Check is required.
Examples of Essential Functions

Following are examples of typical work activities and responsibilities. The incumbent may be responsible for performing other related duties and responsibilities as required or assigned. A position may not include all the work examples given, nor does the list include all that may be assigned.

Creates policies and processes, develops materials and administers the OC Youth Build program.

Direct case management work with participants in the community. Meeting them where they are and where they go.

Prepares for and attends court with youth participants.

Advocates for youth in court; provides case documentation on progress or non-compliance with program requirements.

Provides case management expertise and referrals to available services for justice-impacted youth.

Creates agendas, leads stakeholder meetings and provides outreach to the community.

Documents and collects data on participants and program outcomes.

Communicates and coordinates with other providers serving participants.

Ensures client-centered, individualized case plans, supports and accountability for each participant.

Designs and implements programming for participants that offers impactful speakers, resources and trainings.

Provides harm reduction education and materials to youth.

Collaborates with law enforcement, court stakeholders, family members, DSS and all entities engaged with the youth.

Assists with annual budget needs and tracks program expenditures.

Adheres to safety rules and regulations.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.

Thorough knowledge of North Carolina and Orange County court and school policies.

Thorough knowledge of HIPPA and juvenile justice confidentiality requirements.

Thorough knowledge of relevant state laws and regulations.

Through knowledge of juvenile justice evidence-based best practices and interventions.

Thorough knowledge of behavioral health issues facing youth and area services for youth involved in juvenile legal system.

Thorough knowledge of advocating for youth and providing case management best practices.

Good knowledge of software packages for word processing and spreadsheets to produce a variety of reports and documents.

Skill in creating a model to engage justice-involved youth.

Skill in coordinating with other agencies and stakeholders to foster strong working relationships between people.

Skill in speaking in court to communicate progress or non-compliance of clients; supporting clients on court dates; provide expertise on programming options.

Skill in assisting with annual budgets, tracking program expenses, and assessing funding decisions.

Excellent oral and written communication skills.

Skill in preparing reports and collecting data.

Ability to create protocols for accepting clients, making caseload decisions, and assessing the needs for each client.

Ability to relate and connect with adolescents.

Ability to communicate program requirements.

Ability to choose programs for clients based on needs and assessment.

Ability to handle multiple projects and tasks.

Ability to work independently and collaboratively.

Ability to deal with people tactfully and courteously, applying excellent customer service skills.

Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail, and database software.

Ability to demonstrate sound judgment; integrity; resourcefulness; accuracy; thoroughness and the physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS
Graduation from an accredited college with a bachelor’s degree AND four (4) years of work experience in a court system or agency working with justice-impacted youth providing case management and programming.

Experience in using software packages for data collection, report processing and spreadsheet maintenance.

Training in trauma-informed care, motivational interviewing and racial equity issues strongly preferred.

An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.

SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

Physical Requirements and Possible Hazards

Must be able to physically perform the basic life operational support functions of standing, walking, hearing, stooping, typing, talking, sitting, bending, kneeling, grasping, hearing, handling, pushing, pulling, lifting, and carrying, reaching and repetitive motions of the hands/wrist.

Ability to perform medium work, exerting up to 20 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects.

Must possess the visual acuity to perform the primary/essential functions called for by the position.
