Are you a skilled and experienced Operations and Facilities Project Manager? Leidos is seeking a talented professional like you to join our team! As the IT&C Project Manager, you will have the opportunity to take on exciting and complex projects while delivering consistently high-quality results.


Reporting to the Antarctic Support Contract (ASC) Projects, Planning and Integration (PPI) Projects Management Manager (PMM), you will execute various projects on the Leidos ASC program, which supports the National Science Foundation (NSF). The NSF is responsible for the operations and redeveloping of three geographically remote research stations in Antarctica and two marine research vessels.


As the Project Manager, you will be responsible for managing operations and facilities projects, including fleet procurements throughout the entire project lifecycle. This includes project planning/project initiation, pre-construction budgeting/scheduling, design development and approval, procurement, construction drawing development, construction, implementation, commissioning/transfer, operations, and contract closeout. You will independently drive projects forward while coordinating with appropriate stakeholders and technical subject matter experts. Additionally, you will manage project requirements, risks, health, status, and progress, along with developing and delivering executive-level documents and status reports to senior leadership and US government stakeholders.

About The Antarctic Support Contract


Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF’s Office of Polar Program’s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:


  • Mission: To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.
  • Vision: Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.


Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines. The planning and implementation of science support requirements in Antarctica is a critical part of our mission.

Your Main Mission


  • Obtain client's acceptance of the work and sign off for the completed project. The project manager is responsible for preparing and submitting the final project report and prompt closeout of the subcontracts.
  • Monitor project activities and escalate project issues and risks when appropriate.
  • Developing, presenting, and obtaining approvals for all project deliverables as required by the project.
  • Coordinating with all ASC departments as required by the project, including IT&C, Information Security, Systems Engineering, Facilities, Operations, Transportation & Logistics, Estimating, Scheduling, Procurement, Finance, and Accounting to achieve an integrated team approach.
  • Attend monthly project/client meetings to review project progress and issues. Present project data, including Earned Value Management Systems (EVMS) specifics, schedule trending analysis, and critical path analysis assessment.
  • Provide leadership and motivation to project team members throughout the project.
  • Develop contingency planning scenarios to recover performance baseline (cost, schedule, and scope) to ensure delivery of commitments in the contract/subcontract.
  • Coordinate and integrate all project team members' activities and support functions. Establish priorities for the project team based on customer and project requirements.
  • Direct and coordinate the activities of project team members to ensure projects progress on schedule and within scope and budget.
  • Review and approve all major purchase orders, change orders, and contract/vendor requisitions as prepared by the project team.
  • Develop logistics plans that allow contractors to complete their work in a coordinated, efficient manner.
  • Manage day-to-day execution of project activities per contract requirements and ensure technical, schedule, cost, and financial performance metrics are achieved.
  • Interface with executive leadership, functional leaders, subcontractors, and technical subject matter experts.
  • Design and execute projects within conformance with design documents and governance documents.
  • Develop, maintain, and utilize a project risk register and practice risk management identification and mitigation activities at all project stages.
  • Establish project-specific acquisition strategies with the project team and subcontracting department.
  • Ensure that the customer is apprised of all deviations from the project baseline data (i.e., original schedule, budget, etc.) and obtain approval for deviations.
  • Establish regularly scheduled meetings to review project status, upcoming activities, and continued risk management, including shop drawing preparation/approval, equipment/material lead times and required on-site dates, workforce projections vis-a-vis the project schedule, and quality/performance issues on and off-site.
  • Review and approve all project forecasts, schedules, cost estimates, and financial reports.
  • Lead multiple projects and project teams through the entire project lifecycle, from planning and initiation, stakeholder identification, design development, project planning, execution, and project closeout.
  • Serve as the primary contact for assigned projects and navigate a matrixed organization to identify resources and support needed to ensure project success.
  • Manage and understand all project cost performance factors, reporting all aspects of financial health to senior leadership monthly and as needed.
  • Develop and maintain detailed, comprehensive project schedules, including logic, Earned Value (EV) Techniques, and labor resources in coordination with an assigned project scheduler.
  • Coordinate with the subcontract team to ensure compliance with the subcontract terms and conditions and performance baseline commitments.
  • Ensure project goals and solutions align with mission needs and strategic objectives.


What Sets You Apart


  • Demonstrated experience maintaining cost and schedule performance using earned value methodologies.
  • Ten (10) years of Project Management experience involving multiple disciplines (Facilities/Construction and Operations).
  • Thorough knowledge and proven experience managing project scope, budgets, and schedules.
  • Typically requires a BA/BS or equivalent experience and 10+ years of prior relevant experience or a Masters with 7+ years of prior relevant experience (i.e., supervising or managing teams or projects).
  • Experience creating a project schedule with appropriate tasking, logic, and resource identification.
  • Demonstration of successful project execution that includes multiple external and internal customers.
  • Demonstrated utilization of risk management and tools in project execution.
  • Articulate and able to communicate with multiple levels of clients and stakeholders.
  • Current working knowledge of operations, fleet, and construction industry standards.
  • Knowledgeable and experienced in procurement management, including negotiations and development of SOWs, RFIs, and RFPs.


You Might Also Have


  • Experience managing various types of contracts for subcontractors including, but not limited to, Fixed Price, Time and Materials, Design Build, and Incentive-Based.
  • Project Management Institute certification.
  • Project management experience with remote and/or extreme climate and extensive logistics chains.
  • Experience with managing and executing government projects.

Pay Range


Pay Range $84,500.00 - $130,000.00 - $175,500.00


The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
