About the Work Unit
The Office of School Safety (OSS) was created to provide safe schools for all Colorado students in preschool through higher education. The Office of School Safety is comprised of three units: The School Safety Resource Center, the Crisis Unit and the Grants Unit. The Crisis Unit is tasked with training school personnel on crisis preparedness and response and assisting schools in their response when they have a crisis, if requested.

About the Job
This position exists to efficiently and effectively manage all activities of the Crisis Unit including hiring and supervising staff. The position must be sure staff are adequately trained, provide outreach to schools across the state, set up training opportunities for school staff, maintain updated records of school personnel trained in crisis response for coordinating services and supervise unit staff when responding to a critical incident. This position carries out management responsibilities such as budget decisions, personnel actions, setting work unit goals and priorities, participating in policy-level decisions, and other required responsibilities of management in collaboration with the Director of the Office of School Safety. This position provides leadership, direction, and accountability to the Office of School Safety and collaborates with educators, parents, students, emergency responders and community organizations

Key Responsibilities
  • Establishes and maintains relationships with other agencies and organizations in community that respond to crises in schools to meet community needs and to ensure that services are not duplicated.
  • Promotes a continuous learning environment . Provides ample opportunity for staff to obtain necessary training so they can effectively serve CDPS in their work.
  • Provides an environment where staff feel valued. Identify and learn the differences of individual staff on how they best conduct their work, receive praise, communication needs, and continue to learn new knowledge, skills and abilities.
  • Speaks to community groups to explain and interpret agency purposes, programs, and policies as they related to crisis preparedness and response.
  • Evaluates need for appropriate staffing levels and work with HR on specific recruitments to obtain the best possible individual for the position and team.
  • Implements and evaluates staff, volunteers, or community training programs.
  • Plans and administer budgets for the Crisis Unit’s programs, equipment, and support services.
  • Consults and collaborates with the Director of the Office of School Safety to establish priorities, develop policies, coordinate response training, and solve operational problems for crisis response.
  • Applies for and provides information to schools on state and federal grants that enhance school crisis response opportunities for Colorado schools.
  • Represent organizations in relations with governmental and media institutions.
  • Directs fundraising activities and the preparation of public relations materials.
  • Collaborates with staff in constructing their individualized performance management programs. Seeks to understand staff professional goals and provides mechanisms for them and assist in finding opportunities to serve in those areas.
  • Acts as a consultant to agency staff and other community programs regarding the interpretation of program-related federal, state, and county regulations and policies.
  • Prepares and maintains accessible records and reports, such as budgets, personnel records, or training manuals related to crisis preparedness and response.
  • Formulates program direction for the Crisis Unit in collaboration with the Director of the Office of School Safety. Identifies strengths, problems, and gaps in crisis response strategies and interprets and analyzes school needs, Colorado statutes, and department philosophy in order to develop goals, objectives and policies; adjusts budgets and allocates resources; and designs or adjusts operational standards, accountability measures and areas of program emphasis for development and change. Approves any policy or procedural changes within the Crisis Unit.
  • Ensure Kronos Time Management is up to date, accurate and staff are effectively trained to submit requests.
  • Provides supervisory support, coaching and training for the team members to ensure the divisions obtain appropriate level of support to assist them in meeting their organizational objectives.
  • Works with the Director of the Office of School Safety to define roles, train and guide staff regarding professional standards and office objectives and goals; delegates responsibilities, monitors and evaluates performance; initiates corrective action, if needed; reviews and approves work products; identifies and secures resources needed for staff completion of tasks; identifies and helps to resolve staff conflicts and problems.
  • Collects, maintains, and disseminates information regarding current and effective crisis response practices; collaborates with school districts, law enforcement agencies, fire safety, emergency managers, treatment providers, and other public and private agencies; collaborates and coordinates multi-agency projects related to effective practices to promote effective crisis preparedness and response in schools. Initiates, leads and directs resources toward a positive statewide outcome.
  • Direct, support and monitor each staff member's assignments to ensure accurate and timely completion.
  • Analyzes proposed legislation, regulations, or rule changes to determine how agency services could be impacted.
  • Coordinates the development and implementation of strategies and resources to address crisis preparedness and response; including the development and implementation of templates and other resources to assist schools in crisis preparedness and response; supervises staff providing resources to schools statewide on these topics; and coordinates the promotion of prevention and intervention efforts to ensure schools can adequately respond to crises.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS


Eight years of professional behavioral or mental health experience with youth/or youth in k-12 public or private schools will substitute for education requirement.


OR

Bachelor's degree from an accredited institution in any field and four years of full time professional behavioral or mental health experience with youth/or youth in K-12 public or private schools.

OR


Advanced degree and three years of full time professional behavioral or mental health experience with youth/or youth in K-12 public or private schools.


PREFERRED QUALIFICATIONS

  • Expertise in school emergency operations planning and management.
  • Ability to build networks and partnerships;
  • The applicant must have demonstrated knowledge and background in current school safety issues and best practice recommendations;
  • Additional years of professional experience in schools;
  • Leadership experience preferred;
  • A masters degree or above;
  • Ability to work independently with little supervision;

WORK ENVIRONMENT
  • Typical work hours, Monday to Friday, 8am - 5 pm. Hybrid schedule (currently two days in office) which may be subject to change, requires flexibility.
CONDITIONS OF EMPLOYMENT
  • Must be willing and able to travel extensively in-state.
  • Must be Colorado resident at the time of application
  • Obtain certification in PREPaRE training by the National Association of School Psychologists.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and a reference check.
  • Must possess a valid Colorado driver's license. This position may be required to operate a State vehicle.
