Job Description

General Summary of Position
The position performs a wide variety of complex duties regarding a high degree of accuracy, with the latitude for independent initiative, judgment; manages and provides support and direction in planning, organizing and controlling the business work flow within the service line in order to accomplish the objectives of the department.


Minimum Qualifications
Education

  • Knowledge of English usage, spelling, grammar and production.
  • 1-2 years Management experience or equivalent, required
  • Demonstrated experience partnering effectively with both medical staff and non-nursing departments
  • Moderates personnel issues and answers complaints. Participates in the development and implementation of department goals and objectives. Maintains all ED staff records via access database and ensures alignment with HR records to include but not limited to the following: timecard corrections; forms; licensures; certifications; personnel records; education compliance; hiring paperwork.
  • Ability to read, write and speak or communicate in English to successfully accomplish the essential duties of the position.
  • High School Diploma or GED Required and
  • College degree preferred in Business Administration/Human Resources. Preferred
  • Strong mathematic skills for budgeting and timekeeping duties.
  • Ability to comprehend and follow the MedStar Southern Maryland Hospital Center Employee Handbook.
  • Ability to maintain patient confidentiality.
  • Assists education with scheduling and tracking of education to include but not limited to (skills day, required courses and routine education). Accountable for secretarial staff selection, disciplinary process and performance appraisals.

  • Manages all correspondence, paperwork and schedule changes related to Leave of Absence. Department subject matter expert for HR software. Ensures timeliness of scheduling changes; reconciliation of schedule to policy and payroll. Maintains master schedule and coordinates accuracy to ensure competency of all personnel related to site assignment.
  • Other Administrative Functions Directs the centralized procurement of all supplies, equipment and services for the Emergency Department and service lines. Assist supervisors in maintaining Quality Control and Quality Assurance records as recommended and as required by Federal Regulations, State Regulations and Joint Commission Standards.
  • Working knowledge of database systems.
  • Manages Payroll for Department Tracks and trends all time and attendance performance for all personnel daily. Performs payroll submission bi-weekly. Acts as a liaison with payroll for corrections or communications with staffs about new practices and policies. Prepares and assists in the role out of education and communications with staff and ED Leadership related to payroll systems updates.
  • Reviews all capital requests. Schedules meetings and coordinates meeting readiness to include but limited to: room availability, invitations, meeting requests and minutes, and communications. Attends all ED meetings and assists in preparation to include agendas and minutes.
  • Ability to research, develop and implement new projects if necessary.
  • Liaison between MSMHC-ED and County for Regulatory Reporting Provides monthly data as requested or needed by variety of county agencies to include but not limited to reporting of: Transfers pediatric/adult, daily census, admissions, deaths and restraints, MIEMMS.
  • Ability to operate a variety of office equipment including but not limited to: Multiline telephone, photocopier, facsimile machine, and computer.
  • Ability to work effectively with people from a variety of culturally diverse backgrounds.
  • Working knowledge of Microsoft Office products to include but not limited to Word, Access, Excel and Power Point.

  • Assist in managing FTE budget, including developing staffing plan. Assist in obtaining information, overseeing and contracting temporary staffing. Maintains ED position control in collaboration with recruiters, HR software. Develops/updates job descriptions and performance standards.
  • Ability to prioritize work daily to insure objectives are met in an expeditious manner.
  • Ability to learn, lead, train, educate, plan, coordinate and implement new policies, procedures and programs.
  • Tracks and submits all disciplinary records to HR related to time/attendance/payroll or other HR policies. Receives all applications, performs initial screens, coordinates and participates in interviews and processes all new hire information. Coordinates with HR, Unit Educators and managers new hire orientation process.
  • Ability to comprehend and follow the policies and procedures for MedStar Southern Maryland Hospital Center.
  • Exhibits professionalism, courtesy and excellent customer service, while interacting with patients, guests and coworkers.
  • Ability to work as a member of a team to accomplish specific goals and objectives.
  • 5-7 years Demonstrated/proven working experience within high volume acute care environment and emergency department experience required
  • Ability to demonstrate ethical behavior that supports the hospital's mission, values and commitment to compliance with all federal, state and regulatory laws. Inspires trust and exhibits honesty and integrity within the scope of daily activities.
  • Strong communication skills to interface effectively with administrative and department managers, physicians, staff, vendors and sales representatives.
  • Ability to work in a fast paced environment.
  • Provides direction and oversight to Emergency Department Management Monitors and maintains unit productivity. Assist with analyzing operating budget and research discrepancies and variances. Assists with research, collection of data and statistical calculations as necessary in the preparation of department reports.
  • Skilled in reading, analyzing and interpreting financial reports and legal documents.
