Description of Work:
This Nurse Consultant I position conducts licensure and/or certification on-site surveys or in-office review of documentation to ascertain compliance with applicable State Licensure and/or Federal Certification Regulations for Home Care, Home Health, and Hospice agencies.
Job responsibilities include:
- Perform on-site standard and/or complaint surveys to ensure compliance with State Licensure and/or Federal Regulations relative to the programs being surveyed.
- Use findings obtained from survey activity (i.e., observations, record review, interviews, etc.) to prepare deficiency reports, which provides legal documentation of provider's non-compliance with applicable State Licensure and/or Federal regulations.
- Respond to written requests for information to the public, providers, and other agencies.
- Review plans of correction submitted by providers in response to cited deficiencies resulting from surveys.
- Intake complaints and concerns from the public for investigation.
- Provide clarification and information to the public, providers, and prospective providers on the licensure and certification process, requirements, and interpretations.

About the Division of Health Service Regulation and Acute Home Care Licensure and Certification Section:
The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.
The Acute and Home Care Licensure and Certification Section ensures standards of care are provided for the health, safety and well-being of citizens receiving services in State licensed and Medicare/Medicaid facilities and agencies through effective regulatory oversight, consultation and training.

- Strong clinical background, including assessment, care planning, and delivery of care.
- Skills in communicating effectively (verbally and in writing).
- Demonstrated ability to compose technical reports using good grammar.
- Demonstrated ability to gather and analyze data for decision-making.
Physical Requirements: Ability to sit, stand, and walk for long periods; ability to lift luggage (20-50 pounds); close visual acuity.
Management Preferences:
- Experience using a computer and MS Office applications.
- Nursing experience working in home health / hospice agencies.

Licensed to practice as a Registered Nurse in the State of North Carolina and one year of experience in the area of specialization.
