The State of New Hampshire, Department of Health and Human Services, Division of Public Health Services has a full time vacancy for Senior Planner.
SUMMARY:
To coordinate, organize, analyze, and supervise the analysis, evaluation and integration of data into Maternal and Child Health (MCH) program planning for medium and long-range goals; to assure adherence to sound principles of epidemiology in the analysis, interpretation and utilization of survey data; to assure that the State Systems Development Initiative (SSDI) enhances the availability and utility of data for planning and tracking MCH program goals.
RESPONSIBILITIES:
Plans, analyzes, and supervises the assessment, analysis and interpretation of survey data for integration into MCH program planning, to refine data-driven program objectives and strategies and achieve medium and long-term program goals; applies technical expertise and epidemiologic principles to complex data analyses; assesses and evaluates validity and reliability of data; explains limitations of evidence.
Performs and oversees complex statistical coding, requiring the conceptualization of epidemiologic principles and analytic processes, and the articulation of desired information; ensures adherence to scientific and epidemiologic best practices standards.
Leads data analysis for the statewide Pregnancy Risk Assessment Monitoring System (PRAMS) survey, as well as other survey data pertaining to the State’s MCH population; plans, develops, interprets epidemiologic reports and identifies data trends; synthesizes results and writes narrative reports for health professionals, agency personnel and subject matter experts’ use in identifying needs and making data-driven, evidence-based program plans regarding MCH public health program goals, objectives, strategies, and quality improvement activities.
Reviews scientific and technical reports and epidemiologic analyses; compiles and summarizes findings for annual statewide needs assessment for the MCH Title V Block Grant program; presents findings to MCH staff, partners, clients and stakeholders; recommends modifications to MCH policies and program objectives to optimize outcomes as population health indicators evolve, and department, division or section priorities are adapted to meet changing public health needs and conditions. Oversees the implementation of data linkages by the MCH Epidemiologist.
Implements and facilitates grant reporting for the MCH Title V Block Grant, SSDI, and AIM (Alliance for Innovation on Maternal Health) Capacity Grant; formulates and monitors multi-year grant budgets; supervises and guides MCH staff in program planning, grant writing, budgeting and fiscal management; responds to grant funders’ inquiries, suggestions and requests; assures compliance with federal and state regulations.
Supervises, directs and evaluates operations of the SSDI, PRAMS, and AIM programs; assures adherence to IRB-approved protocol and ethical conduct of research; recruits, recommends hiring, and supervises professional staff; evaluates work performance on a yearly basis; solves personnel problems, disciplines staff, implements corrective measures; mentors and promotes staff development in data collection, analysis, translation and dissemination activities; explains and interprets federal, state and agency policies, procedures, and guidelines. Directs and/or participates in hiring processes, on-boarding and training of other MCH staff as appropriate.
MINIMUM QUALIFICATIONS:
Education: Master’s degree from a recognized college or university with major study in epidemiology, biostatistics, health services research or administration, public health, or a related field.
Experience: Six years' experience in professional planning.
OR
Education: Bachelor's degree from a recognized college or university with major study in epidemiology, biostatistics, health services research or administration, public health, or a related field.
Experience: Seven years' experience in professional planning.
PREFERRED QUALIFICATIONS:
PHD or Master’s degree in Public Health (MPH); background in public health and/or maternal/child health with experience in statistical data analysis (utilizing SAS, R, SPSS, etc.) and writing/ interpreting technical reports for diverse audiences preferred.
License/Certification : Eligibility for New Hampshire driver’s license for use in state wide travel and/or access to transportation for use in state wide travel.
