Summary: The Managing Director develops, manages and ensures the excellence of the youth residential programs (YRS) of the SAFEty Initiative area, including the residential programs for the unaccompanied children’s programs, juvenile detention alternative programming (Saura) and DCFS Re-Entry programming. Duties include maintaining licensing with the Department of Children and Family Services (DCFS) for all HHCS programs. The Managing Director is responsible for oversight of all aspects of the YRS programming related to the day-to-day functioning of a team that delivers excellence to the children in care and ensures that the milieu is properly staffed, following a schedule that complies with all funder requirements and creates an environment where children can thrive. The Managing Director cooperates and coordinates operations with colleagues within SAFEty and across Heartland Alliance including the HR Business Partner, the HR recruitment team, the SAFEty Operations Director, the HHCS COO, HA Enterprise Risk Management, IT, Communications and the HA Controller. The Managing Director supervises leadership of all youth residential programs and partners with the Managing Director of Supportive services to ensure YRS follows best practices in the fields of child welfare, education and trauma recovery and the Managing Director of Compliance, Training and Policy to ensure that program staff are following protocols, meeting training requirements and accessing policy whenever needed. Program services should be culturally appropriate and include orientation, casework, education, health care, acculturation, daily living skills, counseling, recreation, filed trips, English as a second language, employment, substance abuse prevention and community and volunteer engagement.


Essential Duties and Responsibilities:

Oversees the day to day programming at the youth residential facilities, ensuring that staffing, services and protocols are implemented to the highest degree possible, to ensure high quality, safe and impactful programming.


Leadership and Expertise

  • Is responsible for day-to-day operations of shelter programs across all facilities.
  • Develops, plans, provides , m anages , monitors and evalua t es a co mplex unit wi th professional services progra ms which meet the needs, requirements and expectations of participants, govern ment and private funding source. The Managing Director shall provide routine evaluative and monitoring reports and suggest further growth opportunities as well as corrective actions and recommendations.
  • Partners with the SAFEty leadership team to ensure that child welfare best practices are implemented across programs and mitigates challenges expeditiously and effectively through a participant-centered approach and trauma informed lens.
  • Manages residential program directors developing and monitoring annual plans, addressing barriers and striving towards excellence.
  • Participates in overall administration and management of the organization through membership on the organization’s executive and management teams .
  • Acts as DCFS licensing and unaccompanied children’s programs liaison to the city Police Department, Community Relations Services task forces and committees, and provides systematic advocacy for the populations served.
  • Supports development of and monitors the overall YRS budget and expends program funds in accordance with organization approved policies .
  • Leads program director team, meeting regularly and as required to support the goals and the overall development and implementation of YRS’ annual plan.


Strategy

  • Is the primary support to the Senior Director for the development, submission and negotiation of budgets, contracts with governmental agencies and designated private funding foundations.
  • Assists the Senior Director with the implementation of strategic priorities
  • Assists the Senior Director with grants development and implementation processes
  • In conjunction with the Senior Director of SAFEty and the SAFEty leadership team, develops and implements an annual plan with long and short range objectives and communicates the plan to the teams so that every staff member sees themselves and understands their role within the plan.

Quality Improvement

  • Ensures shelter teams implement actions identified in CAPs and consistently adhere to HA, ORR and DCSF policies and procedures.
  • Partners with the compliance, data and training team on the collection and utilization of data to inform service provision trainings and best practices
  • Ensures that the program team is represented and regularly participates in the Continuous Quality Improvement and Case Management System (CMS) committee.


Compliance, Policies and Standard Operating Procedures

  • Ensures program teams are implementing policies, recognizes staff for compliance and excellence and mitigates circumstances to correct any failures to follow procedures.
  • Facilitates implementation of new processes and distribution and roll out of new policies and procedures with program teams.
  • Implements organization personnel policies to encourage professional growth and to meet program operation s goals.
  • Adheres to professional standards as outlined by governmental bodies, NASW (and/or other appropriate professional associations), private funding sources, Organization plans/policies and program guidelines. Participates in periodic evaluative reviews and/or in-house and external staff training to ensure that he/she understands and continues to adhere to such standards.
  • Initiates requests for assistance from Supervisor to address new issues or complex concepts affecting adherence to professional standards.

Program Ambassador

  • Develops and maintains professional relationships with social service organizations and government agencies to enhance service delivery and to interpret organizational programs for outside audiences.
  • Responds to crisis situations 24 hours a day as determined through a coordinated schedule via Agency cell phone.
  • Represents DCFS licensing and youth residential programs and the organization in internal and external environments.
  • Remains current on developments in services to the targeted populations through attendance at professional development workshops, seminars, task force meetings and conferences, etc.
  • As a member of the SAFEty Leadership Team. represents the SAFEty programming in internal and external liaison activities. Initiates and maintains on-going effective and efficient communications with the Department of Homeland Security, the Office of Refugee Resettlement, Division of Unaccompanied Children’s Services, and the Department of Children and Family Services in matters related to programming and significant incidents.
  • Ensure reports are submitted to funders as required by contract.
  • Initiates and maintains on-going effective and efficient communications with Office of Refugee Resettlement, Immigration and Customs Enforcement and the Department of Children and Family Services Licensing. Copies the SAFEty Leadership team on all relevant communication.

Supervisory Responsibilities:

  • Manages subordinate directors and managers who supervise employees in SAFEty. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; consistent and regular supervision, leader rounding, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Education and/or Experience: Master's degree (M.A.) or Bachelor's Degree in social work or related field; a minimum of 6 years’ experience in staff supervision, program planning and development, social service administration and fiscal management and policy development and implementation, at least three years of which is with the sa me or similar population in a residential setting.

  • Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Must be able to communicate effectively, verbally and in writing in Spanish and English.

  • Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
