Job Description

Salary Range: $95,251.00 - $ 171,540.00

Effective June 18, 2023 the General Wage Adjustment of $4,333 will be effective.

This is a Term position, subject to end on January 1, 2027. Continued employment is contingent upon renewal of Term. We do anticipate but cannot guarantee that the term will be extended.

The Climate Change Officer will possess a comprehensive understanding of a range of climate change and environmental sustainability issues. The ideal candidate will be adept at establishing strong working relationships with high ranking legislative and executive officials within local government, private sector and community organizations, in order to address the impacts of climate change, prioritize those in our community who are most vulnerable to the impacts of climate change and identify opportunities to enhance racial equity and improve our quality of life, and reduce emissions.

The candidate must be able to present complex and technical information in appropriate forms for a wide range of internal and external audiences, environmental and economic literacy, management acumen, compliance and enterprise risk management, decision-making, strategic planning, enterprise risk mitigation, strategic execution, governance, change management, stakeholder engagement, relationship building, and understand the political landscape in order to promote the County’s climate change priorities. Excellent communication skills are required in order to effectively represent, justify and defend controversial positions, climate change objectives, and negotiate suitable comprises with stakeholders.

As a transformational leader, the incumbent will continually promote the development, integration and implementation of the County’s mission, vision, policies, long-term strategic goals and objectives, values and priorities. The work of directing climate change is essential to the mission of the County Government and affects all residents in the County.

The successful candidate will have the following experience, knowledge, and skills:
  • Strong writing and communication skills [writing succinct reports, preparing communication materials]
  • Excellent oral and written communication skills, sufficient to develop defenses of, and justifications for, decisions reached.
  • Skill in establishing and maintaining strong and effective working relationships with other governmental agencies, private organizations, and the general public.
  • Extensive knowledge and experience in climate change adaptation, sustainable development, asset management and project management within the context of municipal government.
  • Experience developing governance structures to ensure that climate change efforts result in measurable outcomes.
THE POSITION

The Climate Change Officer will serve as the conduit and facilitator for leading the County’s community-wide climate goals through coordination and collaboration with County departments on climate change planning, implementation and management of organizational initiatives and programs. This role is an integral in defining an infrastructure that fosters creativity, cross-departmental collaboration, and innovation in the implementation of systematic climate solutions including development and execution of comprehensive and consistent climate related strategies and initiatives as well as establishing governance structures. This job will deliver the actions identified in the County’s strategic Climate Action Plan to cut greenhouse gas (GHG) emissions by 80 percent by 2027 and by 100 percent by 2035.

Major Duties and Tasks:
  • Analyzing proposed legislation and regulations and providing expert technical guidance and leadership to management and elected officials on climate change issues affecting County programs and practices
  • Establishing and maintaining effective climate governance structures and policies to support climate change efforts among various advisory groups and committees
  • Providing leadership and vision to ensure the development and management of innovative and effective strategies to achieve climate change initiatives
  • Defining guiding principles, techniques, and tools to build and promote synergistic approaches to climate changes
  • Promoting, coordinating and facilitating collaboration among various County departments and Offices and collaborating and striving to influence climate efforts with other County agencies
  • Leading the County’s efforts to institutionalize an organizational culture and structure within County government that fosters creativity, cross-department collaboration, and innovation to implement systemic climate solutions.
  • Creating an infrastructure to sustain the County’s commitment to climate change.
  • Directing, evaluating, and coordinating analyses and recommendations regarding climate change policy issues and long-range plans to address department and community needs and services; and developing and coordinating reports and supporting materials to be presented to the Council for information or action
  • Working with the Public Information Office to disseminate climate change messaging with community stakeholders.
  • Leading and/or working with task forces and advisory committees; analyzes recommendations / findings; informing and advising the CAO, guiding and supporting department directors and other officials of issues, strategies, and findings.
  • Center racial equity and social justice considerations in the development and implementation of climate actions.

Minimum Qualifications

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Experience: Seven years of progressively responsible professional experience with demonstrated success in the leadership and administration of climate changes, policy analysis and development or planning and execution of strategies and initiatives for large organizations , three (3) years of which were in a supervisory or executive capacity.

Equivalency: An equivalent combination of education and experience may be substituted.

Note: The term "executive" is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Preferred Criteria
All candidates meeting the minimum qualifications will be rated “Qualified” and placed on the Eligible List for consideration. Selection for interviews will be based on the following preferred criteria. All candidates will be asked to respond to the three assessment questions related to the preferred criteria as part of the selection process.
  • Strategic communication planning, and effective outreach are required in order for the County’s climate change action plan and goals to be successful.
  • Strategic execution is one of the most important competencies for our Climate Change Officer to possess. This includes supporting the County’s organizational climate change, engaging stakeholders, being actively involved in policy efforts beyond the walls of the organization and maintaining external partnerships.
  • Foundational knowledge and skills including climate science literacy, environmental and economic literacy, and knowledge of the policy landscape are critical to the success of this position.
