Job Description
Position Purpose


Under general direction of the Superintendent- Airport Operations, the Airport Operations Manager oversees, directs, and manages the daily Airport Operations functions activities at Dallas Love Field Airport. Ensures airport is safe for users and monitors compliance with local, state, and federal regulations.


Essential Functions


1 Manages, oversees, and monitors Airport Operations activities and related staff performing services throughout the Airport; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels.


2 Establishes short, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; directs evaluation activities, participates in hiring and personnel activities, and monitors payroll and other timecard related issues.


3 Assist in the development and implementation of policies and procedures as directed by leadership or required by regulation; administer and update policies and procedures.


4 Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the planning, development, and operation of special projects, or operational directives.


5 Assist in the development of the annual operating budget, monitor the division(s) budget, and develop and submit recommendation for capital improvement program and major maintenance program.


6 Establish and maintain effective internal and external communication with DOA divisions, airlines, tenants, users, local, state, and federal agencies, and other airport stakeholders.


7 Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally; Coordinate maintenance and repairs efforts of all Airport facilities including airside and landside areas.


8 Represents the Department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate; attends briefings and meetings to remain up to date on codes, regulations, and laws pertaining to facility operations and infrastructure.


9 Develops and directs local, state, and federal emergency response plans including staff training; conducts safety and job training.


10 Performs any and all other work as needed or assigned.


Education


Minimum Qualifications


  • Bachelor’s degree in airport management, public administration, aviation or business field.
EXPERIENCE:


  • Four (4) years of experience in airport operations and/or airport administration, airport maintenance, streets maintenance or general construction.
AND


  • Two (2) years supervisory and/or project management responsibilities.
EQUIVALENCIES:


  • High school diploma or GED plus eight (8) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
  • A Pilot’s license plus seven (7) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
  • An associate degree in any field plus six (6) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
  • A bachelor’s degree or higher in a non-specified field plus six (6) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
  • A master’s degree or higher in a specified field plus two (2) years of the required experience including two (2) years of supervisory and/or project management responsibilities will meet the education and experience requirements.
LICENSES and/or CERTIFICATIONS:


  • Valid driver’s license with good driving record.
OTHER REQUIREMENTS:


  • Subject to twenty-four/seven (24/7) emergency call-out.
  • Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations.
PREFERENCES:


  • MS Word/Excel or similar software skills
  • Per Federal Aviation Administration (FAA) Advisory Circular 150/5210-20, selected candidate must be able to demonstrate a functional Knowledge of the English language.
  • Effective oral and written communication skills.
  • Ability to interpret and implement government airport regulations and policies.


Airport Operations Center: Selected candidate will oversee 24/7 Airport Operations Center. Developing polices and procedures for resource dispatch in Airside and Landside operational areas. Will be responsible for day to day operations including but not limited to managing employees, training, compliance, and long-term planning for operational communication and dispatch unit.
