Amentum, in support of the National Weather Service's National Data Buoy Center (NDBC) located at Stennis Space Center (SSC) Mississippi, is currently seeking a Logistics Manager. NDBC designs, engineers, fabricates/integrates, tests, deploys, maintains/repairs 4 worldwide buoy systems: 106 Weather Buoy Stations, 43 Coastal Observation (C-MAN) stations, 55 Tropical Atmosphere-Ocean Array (TAO) systems, and 39 Deep-Ocean Assessment and Reporting of Tsunami (DART) stations. Program scope also includes data analysis/storage/dissemination (via website/other means) of related weather and environmental data from these systems (25%) and other sources (75%) of in-situ weather data, Logistics, Information Technology/Data Administration, and Programming.

Responsibilities:

  • Provide inspection and verification of goods received on shipments for both consumable and Government Funded Property items.
  • Receipt of new property including affixing government-provided identification tag(s).
  • Property transfers to new users
  • Provide annual report of utilization for each of the items in the Consumables inventory and Property/Equipment for the previous 3 years in 1-year periods and summarize recommendations for disposition and/or improvements.
  • Make stock level adjustment recommendations to ensure that the minimum/maximum/reorder quantities are set to sustain program requirements without excessive overstock.
  • Make recommendations for changes in the stock levels due to cost savings achieved by purchasing in quantities beyond the established levels, changes in utilization, suppliers, and delivery lead time.
  • Property location changes
  • Maintain the NDBC Property Management Program including management, control, and accountability of the approximately 15,000 items valued at $50M in NDBC’s property inventory.
  • Perform property transaction entries in the DOC accountable property management system (SUNFLOWER) and verify/report annually. Examples of transaction types include but are not limited to:

    • Receipt of new property including affixing government-provided identification tag(s).

    • Property transfers to new users

    • Property location changes

    • Shipments of property to and from field service and maintenance or repair providers

    • Final property disposition (disposal/loss/damage)

  • Process all necessary inventory record additions, deletions and adjustments in the equipment/inventory management system to ensure accurate records are maintained.

  • Manage seven Logistics employees (warehouse, procurement, and property control)
  • Monitor commitments against available consumable inventory funding and coordinate with Finance to verify funds are available to support these functions or to request additional funding.
  • Coordinate, prioritize, task, and monitor the status of consumable item requisitions throughout the procurement cycle (vendor identification, competitive bid process, ordering, receipt, etc.).
  • Manage NDBC consumable inventory procurement/receipt/issuance, government equipment/property receipt/control, and maintenance of NDBC’s GSA vehicle fleet.
  • Make internal controls recommendations to improve the efficiency, cost-effectiveness and accuracy of inventories.
  • Manage approximately 3,000-line items (~335,000 units) in NDBC’s consumable materials inventory using the existing government-provided inventory management system (NEMIS)
  • Provide a comprehensive annual report of property inventory count and location, and an annual summary of physical count of consumable inventory.
  • Provide management of NDBC inventories of consumable items, including receiving of items delivered to NDBC that are not directly related to field services.
  • Shipments of property to and from field service and maintenance or repair providers
  • Assist the NDBC Facility Manager to report any onsite facilities issues to ensure that facilities tasks are completed without mission interruption and updating facilities requests accordingly.
  • Evaluate and report to the Government Property Custodian any instances of lost, missing, damaged or destroyed government property. Work with the Customer to resolve any issues.
  • Analyze and forecast consumable inventory requirements and evaluate the vendor pool to ensure sufficient stock levels are maintained to meet NDBC’s operational demand.
  • Provide ongoing analysis of the consumable materials inventory management processes and procedures.
  • Manage a functional logistics warehouse and property room to ensure the accuracy and availability of consumable materials stock and property/equipment to support the NDBC Mission.

Experience Requirements:

  • The above experience should demonstrate the ability to deliver products under conditions of high operational tempo, frequently adjusting priorities and flux in requirements, on time and within budget. It should further successfully demonstrate the ability to interface effectively with senior members of leadership to develop and support technical positions, justify technical recommendations, and communicate effectively in both oral and written formats.
  • Able to successfully complete a government background check.
  • Previous experience with the National Data Buoy Center and its mission is preferred.
  • Ability to perform detail-oriented work are required.
  • Previous experience using the existing government-provided inventory management system, NEMIS, and DOC accountable property management system, SUNFLOWER, is preferred.
  • Working knowledge of word-processing and integrated software applications

Education Requirements:

  • Bachelor’s Degree in a Logistics related field with 3 years’ experience in Logistics -OR- 8 total years’ experience in Logistics
