Position Description


The City of Tacoma is seeking a Learning Consultant, Principal to design, produce, and facilitate citywide management and leadership development programs. This role is unique and responsible for delivering crucial programs for leaders and employees. You will build and manage programs for approximately 750 leaders of all levels: executives, midlevel managers, and supervisors. You will also support emerging leaders throughout the 3,800-person organization. This role will focus on delivering a variety of programs that provide a range of adult learning experiences, including self-directed, instructor-led, cohort-based, experiential, on-the-job activities, projects, and training.


Under the direction of the Training and Development Manager, with support from our Instructional Designer, this person will create and improve programs to develop new leaders, strengthen current supervisory skills, and reinforce knowledge and skills for all leaders. You will coach leaders by designing small group workshops and identifying tools for supporting leaders one on one. In this role , you will reinforce policy, supervisory, and leadership values throughout the organization.


Responsibilities Include


  • Manage and provide continued development for our performance management program, Core Conversations, including training, support, and citywide communication.
  • Build and launch a leadership development course for individual contributors seeking to transition into supervisory roles or to grow as leaders in their current roles.
  • Assist the broader CI and Learning teams with other projects, assignments, and tasks as needed
  • Transition our citywide supervisor skills course from vendor-led to in-house. This includes being the primary course facilitator and manager of asynchronous coursework.
  • Lead the rollout of our Citywide Supervisory Policies course and ensure strong participation and learner outcomes. Additionally, this role will support our policy area subject matter experts in the delivery of the classes.
  • Lead the organization-wide Employee Survey process including communications, vendor management, survey design support, survey launch, and post-survey data analysis and delivery.
About the Continuous Improvement Program


This citywide program is housed within Human Resources and works closely with senior executive management to engage in dynamic and cross-functional projects and policy development.


The Continuous Improvement team (Cl) consists of 16 staff across three areas:


Workforce Data and Analytics (5 FTE)


This team is responsible for maintaining the City's Human Resources personnel data, providing enterprise workforce analysis, and supporting the financial operations of the Human Resources department.


Innovation & Process Improvement (5 FTE)


Using the City of Tacoma's ci4i improvement framework, this team is responsible for driving innovation throughout the organization by leading priority initiatives and consulting with workgroups throughout the organization to enhance service delivery to the community and improve internal operations.


Learning & Development (5 FTE)


This team provides enterprise services in learning and organizational development including a general catalog of learning opportunities, coordinating with subject matter experts to provide enterprise-wide training and management of leadership and aspiring leader development programs.

The top candidate for this position will have a successful and verifiable career history with proven experience as a strong change leader with examples of value-added work in leadership development programs.

Qualifications


Equivalent education/experience may be substituted.


Bachelor's Degree in education, organizational development or directly related field AND five (5) years of experience in instructional design, or developing and delivering training services in a large organization, including 1 year experience at senior, lead and/or supervisor level.


OR


Seven (7) to nine (9) years of human resources experience directly related to developing and delivering training services in a large organization.


Preferred: Experience leading large organization-wide leadership development programs. Experience working with governments and/or utilities in training program management. Experience teaching and coaching leaders at all levels of the organization. Experience with organizational equity, diversity, and inclusion work.

  • Depending upon assignment a WA driver's license may be required.
