Job Description

Duties

  • Performs validation, analysis, comprehensive evaluations, and proposes recommendations to all levels of management to resolve a variety of complex, controversial, and sensitive topics affecting the application and processing of actions/cases.
  • Conducts briefings, presentations, and/or training on rulings, decisions, or responses to inquiries having broad Agency-wide impact.
  • As Team Lead: advise/guide and coach HR Specialists; monitor/report on work progress; represent team to the supervisor; oversee/report on work accomplishments, performance, issues, training needs; recommend corrective actions as needed.
  • Responsible for oversight in the areas of Training and SATERN administration to include on and off- site training, online training posted in SATERN, purchase card reconciliation, and Service Providers.
  • Ensures the organization's strategic plan, mission, vision and values are communicated and integrated into the team's strategies, goals, objectives, and work.
  • Serves as technical authority in the preparation of rulings, decisions, and responses to case-specific actions requiring NSSC involvement including authorizations, waivers, appeals, policy advisories, and Congressional inquiries.
  • Leads HR change initiatives by employing change management processes, concepts, and techniques to develop operating policy, procedures, and guidance pertaining to major, complex support services program areas.
  • Serves as coach and facilitator in coordinating team initiatives, policy implementation, and consensus building.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
  • Performing and/or providing oversight managing training expenses, including researching discrepancies, reconciliation of charges, and resolving issues
  • Providing oversight for training administration, to include support and purchasing of onsite and offsite training requests and training administration
  • Applying technical HR expertise to provide advisory and consultative services and resolve human capital issues and making recommendations for complex issues based on sound interpretation of guidelines and practices
