Job Description
The Ungava Tulattavik Health Center is a multivocational institution in Nunavik, which serves seven villages of the coast of Ungava Bay including Kuujjuaq, where is located the administrative centre. The health centre has nearly 500 full-time employees, a team of doctors, dentists and pharmacists, and manages a budget of 80 million dollars.

Summary Of Functions
Under the responsibility of the Assistant to the Director of Human Resources, advises managers on the interpretation of collective agreements, the application and monitoring of the disciplinary and administrative management process. The incumbent attends labour relations committees, negotiates management/union agreements and grievance settlements. The incumbent participates, among other things, in the resolution of conflict situations and incivility. He/she is an active element in the prevention and processing of complaints of psychological harassment and violence in the workplace.
Main Responsibilities
Advise managers in the application and follow-up of the disciplinary and administrative measures management process;
Interpret laws and regulations in labour law as well as the application of the various collective agreements of the CSTU;
Provide legal advice and opinions in labour law and occupational health and safety;
Represent the CSTU before the various administrative and judicial authorities in matters of labour relations and occupational health and safety;
Support the personnel management officers in the application of the various collective agreements and laws and regulations governing labour law;
Conduct investigations in connection with workplace incivility and harassment cases;
Negotiate out-of-court settlements in contentious cases;
Monitor best practices in the areas of your expertise;
Collaborate, as needed, in the negotiation of local provisions or other agreements and attend labour relations committees;
Maintain your knowledge in your specialty and keep abreast of new legislation, regulations and jurisprudence;
Provide training within the CSTU according to your field of expertise.
Qualifications
Bachelor's degree in law;
Member in good standing of the Quebec Bar;
Two (2) years of relevant experience in labour relations, ideally in the health and social services network;
Experience in a unionized company, an asset;
Ability to represent and negotiate legally;
Mastery of the main legal research tools and engines (mainly CanLII, CAIJ and SOQUIJ);
Bilingualism, French and English (spoken and written), knowledge of Inuktitut is an asset;
Knowledge of the Office suite (Word, Excel, Outlook), knowledge of the Espresso GRH-payroll system from
Logibec is an asset;
Strong work organization and priority management skills;
Work experience in remote areas and knowledge of the Inuit culture, an asset;
Integrity, maintenance of confidentiality, sense of responsibility and autonomy, sense of analysis, synthesis and decision-making;
Great ability to work in a team, to promote the client service approach and to establish harmonious interpersonal relations;
Ability to work under pressure and to adapt to the management of labour relations files with northern particularities.
  • If a candidate does not have a law degree and is not a member of the bar, a candidate with a degree in human resources management or industrial relations combined with extensive experience in labour relations may be considered, in which case the applicable job title and remuneration will be that of a personnel management officer.
Conditions And Benefits
SALARY: 32.96/hr to $66.44/hr (CPNSSS established salary scale) | 37.5 hours per week
