LABORATORY SCIENTIST TRAINEE
Performs and interprets skilled professional laboratory analysis of clinical and environmental specimens under the guidance of trained laboratory scientist in the direct in support of public health activities.
LABORATORY SCIENTIST I
Analyzes and reports results on human, animal, and environmental specimens in support of public health activities.
LABORATORY SCIENTIST II
Analyzes and reports results on human, animal, and environmental specimens in support of public health activities. Evaluates the performance of test systems and guides work of lower lever staff.
LABORATORY SCIENTIST III
Analyzes and reports results on human, animal, and environmental specimens in support of public health activities. Evaluates the performance of test systems, makes recommendations for test system improvement and guides work of lower lever staff.
RESPONSIBILITIES:
LABORATORY SCIENTIST TRAINEE
Performs laboratory tests on a wide range of sources, to identify, confirm and quantitate biological components (organisms, toxins, and chemicals) in clinical or environmental samples including testing for tuberculosis and other highly infectious microorganisms under the observation of a trained laboratory scientist.
Receives specimens and enters data into Laboratory Information Management System to accurately track testing process.
Operates, and maintains, laboratory equipment and apparatus to provide quality assured laboratory test results and to assure timely performance of analyses.
Participates in proficiency testing, and other quality assurance activities, to assure individual competence, to meet federal regulations, CLIA and ISO 17025 standards.
Trains laboratory helpers and assistants in proper completion of tasks to assure appropriate support for the technical work.
Communicates with health care providers and other laboratory users to convey test results and routine laboratory information for diagnostic and treatment decisions; maintains confidentiality at all times.
Prepares reagents and maintains inventory to assure sufficient resources to complete testing in timely manner.
LABORATORY SCIENTIST I
Performs laboratory tests on a wide range of sources, to identify, confirm and quantitate biological components (organisms, toxins, and chemicals) in clinical or environmental samples including testing for tuberculosis and other highly infectious microorganims; maintains flexibility to cope with assignments that may vary from day to day depending on workload, assists with organizing daily workloads.
Understands and is proficient in utilizing the Laboratory Information Management System (LIMS) used to track specimens. Receives specimens and enters data and quality control information into LIMS to accurately track testing process. Queries database to gather information for lab users. Prepares statistical reports from the data to satisfy management and client needs.
Operates, calibrates, and maintains laboratory equipment and apparatus to provide quality assured laboratory test results and to assure timely performance of analyses. Assures compliance with laboratory procedures.
Understands and is proficient in utilizing quality concepts and good professional practice. Understands and adheres to strict quality control practices. Successfully participates in proficiency testing to assure individual competence, to meet federal regulations and to enhance the Public Health Laboratories’ (PHL) reputation.
Trains laboratory scientist trainees, laboratory helpers and assistants to assure proper operation of instruments and compliance to testing protocols.
Provides information based on policies and procedures to meet the needs of customers and stakeholders. Communicates with physicians, public health officials, other care providers and other laboratory users to convey test results and routine laboratory information for diagnostic and treatment decisions; maintains confidentiality at all times.
Participates in cross-training as directed to meet agency goals and assure coverage for disease outbreaks. Actively participates on laboratory committees and task forces to comply with laboratory policy and meet federal regulations.
Understands the public health mission and works flexible hours when the public health situation demands. Participates in the PHL’s emergency response activities.
LABORATORY SCIENTIST II
Performs laboratory tests on a wide range of sources, to identify, confirm and quantitate biological components (organisms, toxins, and chemicals) in clinical or environmental samples including tuberculosis other highly infectious microbioorganisms; maintains flexibility to cope with assignments that may vary from day to day depending on workload, organizes daily assignments depending on workload and staffing levels.
Verifies electronic accessioning activities the Laboratory Information Management System (LIMS) to ensure completeness and accuracy. Receives specimens, enters test results, and enters quality control information into LIMS to accurately track testing process. Queries database to gather information for lab users. Prepares statistical reports from the data to satisfy management and client needs.
Operates, calibrates, diagnoses error codes and maintains laboratory equipment and apparatus to provide quality assured laboratory test results and to assure timely performance of analyses. Assures compliance with laboratory procedures.
Demonstrates actions consistent with quality concepts and good professional practice. Understands and adheres to strict quality control practices. Successfully participates in proficiency testing to assure individual competence, to meet federal regulations and to enhance the Public Health Laboratories’ (PHL) reputation.
Trains other laboratory scientists and laboratory scientist trainees, laboratory helpers and assistants to assure proper operation of instruments and compliance to testing protocols.
Determines information needs through collaboration with customers and stakeholders. Communicates with physicians, public health officials, other care providers and other laboratory users to convey test results and routine laboratory information for diagnostic and treatment decisions; maintains confidentiality at all times.

Describes and instructs others in the public health mission and works flexible hours when the public health situation demands. Provides subject matter expertise on the PHL’s emergency response activities with responsibility for handling suspect bioterrorism samples as needed.
LABORATORY SCIENTIST III
Performs laboratory tests on a wide range of sources, to identify, confirm and quantitate biological components (organisms, toxins, and chemicals) in clinical or environmental samples including testing for tuberculosis and other highly infectious microorganisms; maintains flexibility to cope with assignments that may vary from day to day depending on workload, directs unit activities to complete daily assignments considering workload and staffing levels.
Evaluates and designs the modules of the Laboratory Information Management System (LIMS) to ensure completeness and accuracy. Receives specimens, enters test results, and enters quality control information into LIMS to accurately track testing process. Queries database to gather information for lab users. Prepares statistical reports from the data to satisfy management and client needs.
Operates, calibrates, diagnoses error codes and maintains laboratory equipment and apparatus to provide quality assured laboratory test results and to assure timely performance of analyses. Assures compliance with laboratory procedures.
Sustains laboratory quality management system processes and procedures to ensure good professional practice. Understands and adheres to strict quality control practices. Successfully participates in proficiency testing to assure individual competence, to meet federal regulations and to enhance the Public Health Laboratories’ (PHL) reputation.
Trains other laboratory scientists, laboratory helpers and assistants to assure proper operation of instruments and compliance to testing protocols to assure proper operation of instruments and compliance to testing protocols. Attends supervisor training sessions. Is able to manage unit in the absence of the technical supervisor.

Education: Bachelor’s degree from a recognized college or university with major study in biological sciences, health sciences or physical sciences.
Experience : No experience required.
License/Certification : None required.
SPECIAL REQUIREMENTS:
Must be able to rotate among testing areas according to workload needs. Visual deficiencies must not interfere with ability to perform laboratory analyses. Physical condition must allow for the administration of vaccines and/or necessary diagnostics tests. Superior manual dexterity and coordination required. Must be willing and able to handle unpleasant and/or hazardous specimens such as feces, sputum, blood, vomitus, urine, and samples known to contain infectious organisms and/or toxic chemicals such as carcinogens. Must be willing to receive Hepatitis B and PPD test.
