Position Overview

We are looking for an experienced and strategic Program Manager to work at the Illinois Criminal Justice Information Authority in the Federal and State Grants Unit (FSGU). FSGU offers a rich environment for a self-driven person with experience. The Program Manager responsibilities include managing a team of grant specialists, refining the grant administration process, writing and editing components of Notices of Funding Opportunities (NOFOs), ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases, and reviewing progress and financial reports. The ideal candidate for this role should have superior organizational skills, and exceptional budgeting and monitoring skills. The Program Manager will reinforce relationships with grantees and will aid in serving the public by leading a team to ensure grantee success in effective and growing programs.

Job Responsibilities

1. Formulates and implements policy and procedures for the Edward Byrne Justice Assistance Grant (JAG) program and the Byrne State Crisis Intervention Program (SCIP)
  • Other federal programs and/or State appropriated grant funding;
  • Utilizes a PC to access databases and spreadsheets to gather information;
  • Evaluates policies and procedures for maximum effectiveness and compliance;
  • Participates in discussions of division/unit policy with Associate Director and the development of plans for implementation of same.
  • Presents plans to all levels of state and federal policy making officials;
  • Identifies project areas based on state-wide input; reviews and analyzes specialized professional information and develops recommendations on grant funding;
  • Requires travel in the performance of duties; develops and updates the plans and applications for the award and expenditure of funds;
  • Develops Notice of Funding Opportunity (NOFO), solicits grant applications to candidates; evaluates policies and procedures for maximum effectiveness and compliance; makes recommendations with respect to and supervises the development and implementation of state-mandated plans.
  • Makes recommendations with respect to and supervises the development and implementation of federally-mandated plans related to the JAG grant programs, other federal programs and/or State appropriated grant funding;

2. Supervises staff; assigns work; approves time off; provides guidance and training; gives oral reprimands; effectively recommends grievance resolutions; completes and signs performance evaluations; establishes annual goals and objectives; counsels staff on problems with productivity, quality of work and conduct; determines staffing needs to achieve program objectives.

3. Serves as liaison with policy making officials within State, federal and local government, private agencies and organizations; contacts representative of professional groups and organizations to provide specialized consultation on grants.

4. Oversees the distribution of grant information to candidates; consults and advises applicants; assists applicants in both project implementation and adherence to guidelines; resolves problems with grantees.

5. Undertakes special projects at the request of and reporting to the Associate Director of Federal and State Grants.

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in public administration, criminal justice, sociology, political science or a related field or equivalent training and experience.

2. Requires three years of professional experience in program planning, budgeting, management practices, and providing technical assistance.

Preferred Qualifications

1. Prefers six years of professional experience in criminal justice, program planning, budgeting, management practices, policy development, statistical analysis, and familiarity with funding sources, technical assistance and evaluation related to the prevention of crime.

2. Prefers six years of excellent oral and written communication skills, ability to communicate with diverse groups, demonstrated supervisory ability, excellent problem-solving skills.

3. Prefers six years of experience developing programs to address specific problems, ability to staff a board and its committees, understanding or word processing, database, spreadsheet, and financial software.

4. Prefers six years of experience in budgeting, fund accounting and program administration.
