Job Description

As a Junior-Level Intelligence Analyst, you will collaborate within a federal, state, and local law enforcement and public safety environment, taking on a range of responsibilities. These include conducting initial assessments of raw information, delivering daily oral and written briefings, creating weekly and periodic assessments, and producing bulletins. You will participate in working groups, assist in vetting tips and leads, and disseminate information to various public safety and private sector partners.


Key Responsibilities:

  • Vetting support: Assist fusion center personnel in initial vetting of tips and leads, ensuring compliance with the National Suspicious Activity Report Initiative and adherence to Privacy/Civil Liberties and Civil Rights standards.
  • Threat identification: Review open-source, law enforcement, For Official Use Only, and classified information to identify potential threats impacting the fusion center area.
  • Fieldwork involvement: Participate in briefings, presentations, trainings, meetings, and on-site analytical assistance as required by partner agencies.
  • Database access: Access various government and non-government databases, sources, and software through unclassified and classified platforms.
  • Analysis delivery: Provide verbal and written analysis on domestic and international terrorism, transnational organized crime, cyber, drug trafficking, and other urban area and national priorities.
  • Training coordination: Assist the training and outreach unit in coordinating fusion center-related training and outreach events.
  • Relationship building: Foster and maintain relationships with local, state, federal, and private sector partners, collaborating within the community to support the fusion center's mission.
  • Analytical product development: Create threat assessments, trends analysis, information bulletins, special event assessments, tactical information, and other analytical products for partner agencies in the urban area.
  • Open-source exploration: Conduct in-depth research on real-time open-source analysis sites, linking California and the fusion center area of responsibility with international and domestic events impacting the Anaheim/Santa Ana Urban Area.
  • Compliance adherence: Follow professional standards identified by the fusion center, including policies by the Anaheim/Santa Ana UASI and/or Orange County Sheriff’s Department.

Additional Responsibilities

  • Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential. Note that possession, use, or sale/distribution of cannabis or cannabis-based products is disqualifying.
  • This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences. Be prepared for frequent local/regional day meetings and events.
  • Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

Salary: The anticipated salary range for this position is between $53,000 and $88,000. However, this is not a guaranteed compensation or salary range; the actual salary will be determined based on factors such as experience, geographic location, and potentially contractual requirements, and it may fall outside of the mentioned range.

Position Requirements
  • Adaptability: Display the ability to work individually and with varied teams, managing multiple priorities and meeting performance standards in a dynamic and demanding environment.
  • Interagency liaison: Collaborate with state, local, federal partners, and private sector representatives, at times in a classified environment.
  • Interpersonal skills: Support liaison efforts with various stakeholders, including state, local and federal partners, as well as other public and private stakeholders.
  • Time management: Meet critical and time-sensitive deadlines while providing quality products.
  • Database searches: Conduct database searches, extract information, and analyze the results.
  • Information source review: Examine a variety of information sources, including Open-Source information and other intelligence disciplines.
  • Information management: Assist in prioritizing, categorizing, and responding to requests for information.
  • Technical proficiency: Demonstrate experience using computer-based applications, such as graphics and presentation software, and databases.
  • Organizational skills: Operate within a fast-paced environment and maintain a professional demeanor.
  • Compliance: Agree to adhere to training standards and policies associated with the fusion center.

Required Qualifications:

  • Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).
  • Training and certification: Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.
  • Security clearance eligibility: Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
  • Background check requirement: Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.

Education & Experience:

  • A minimum of three years of intelligence analysis experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.
  • Analytical product experience: An individual should possess 0-2 years of experience in performing all-source intelligence analysis related to public safety and national security subjects.

Work Environment:

  • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed. Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.
