Battelle's Health Research and Analytics (HRA) business line is currently seeking an IT Specialist (Help Desk) to support our government customer in Portsmouth, VA (telework, partial remote available). This Public Health (PH) program enables our government customer to maximize readiness through force health protection (FHP) strategies and solutions for current and potential Public Health (PH) threats. The core scientific and technical capabilities and product lines in this program are to conduct Health Surveillance, Epidemiology, and Analysis; Disease and Injury Prevention; and PH Consultation and Support for the benefit of active-duty service members, retirees, and their families. Battelle shall enable these capabilities and product lines by providing Scientific and Technical Information (STI) deliverables, by performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D) related analytical services. This position supports the EpiData Center (EDC), which provides data analysis for public health surveillance for Navy and Marine Corps members and dependents in in the following areas in the following areas: Diseases, Conditions and Infections, Reportable Medical Events, Deployment Health Assessments, Occupational and Environmental Exposures, and Information Technology.


Job Summary


Provide administrative and technical support to users of assigned systems and websites maintained/administered by the organization and more complex systems involving several servers.


Responsibilities


  • Assists in resolving complex IT program and implementation issues, especially with cross platform data and IT systems that require coordination and compatibility.
  • Monitors, operates, and troubleshoots server hardware and software.
  • Monitors and assists in carrying out server maintenance functions.
  • Assists in collecting new requirements for development to meet customer’s needs.
  • Designs user interfaces and works with customers to test applications and assures software and systems quality and functionality.
  • Analyzes and refines customer requirements, translating requirements into applications revisions and upgrades.
  • Provides support to users of systems maintained/administered by the organization.
  • Assists system administrators in troubleshooting problems and implementing changes on more complex systems.
  • Reviews server monitoring tools daily, requests data, reviews data and formulates system health, recommends system changes based on review of the system health, writes after action reports if system outages occur, and provides results to EDC leadership.
  • Serves as a subject matter expert on server architecture and operations within the multiple data center locations operated by EDC.
  • Writes and maintains program documentation.
  • Provides suggestions as appropriate on situations requiring changes in resources, impacts on established policies, broad program goals, or projected timetables.
  • Evaluates new applications software technologies.
  • Ensures the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.
  • Diagnoses system failures to isolate source of problems between equipment, system software, and application.


Key Qualifications


  • Experience with testing and troubleshooting web applications
  • Associate degree or higher required
  • Minimum 2 years’ experience in IT environment
  • Ability to obtain and maintain a U.S. government security clearance.
  • Experience in providing technical help desk support to end users and customers
  • Ability to obtain and maintain applicable DoD 8570 certifications.
  • Strong skills with Microsoft Office Suite


Preferred Qualifications


  • Experience with Disease Reporting System Internet (DRSi), Electronic Deployment Health Assessment (eDHA), and Health Risk Assessment (HRA) preferred.
  • Experience writing Standard Operating Procedures (SOP), training guides, quick references, tutorials, and User Guides.
