Description

Under general supervision, to provide general analytical support across the organization by understanding key business processes for the purpose of finding ways to help the business improve their operations and save money.

Please Note: This recruitment is scheduled to include a written examination; the test will be conducted online through a secure third party.
The week of September 18, 2023, test information will be sent via email to the address attached to your application. Prior to completing the exam, there is a brief system set-up step to be completed.

Typical Tasks

  • Participates in the strategic planning and design of new IT services;
  • Performs other related duties as required.
  • Performs in-depth analysis to define problems and develops and/or contributes to solutions;
  • May be assigned as a Disaster Service Worker, as required;
  • Documents business functions and processes;
  • Develops business cases;
  • Develops or contributes to the creation of business requirements to support projects, IT services, small changes, or IT initiatives;
  • Interacts with others to identify, prioritize, and recommend alternate solutions and risk mitigation strategies;
  • Conducts meetings with business users to review and discuss issues, workflow problems and potential system needs;
  • Considers the impact to current and future business environments and processes, assessing upstream & downstream effect of system and reporting changes;
  • Conducts research to determine if solutions to business requirements currently exist within the organization and if not, whether new solutions are feasible;
  • Creates user stories, use case diagrams, and value stream maps;

Employment Standards

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Training and Experience Note:
Bachelor's degree from an accredited college in Computer Science, Information Technology, Business, or other related field,


and
Three (3) years of experience providing technical and/or analytical support at a level comparable to the County's Associate IT Business Analyst.
OR

Three (3) years of experience providing technical and/or analytical support, of which two (2) years of experience were at a level comparable to the County's Application Administrator and one (1) year of experience was at a level comparable to the County's Senior Application Administrator or Associate IT Business Analyst.
OR

Training and experience equivalent to the possession of a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;
and
Five (5) years of experience providing technical and/or analytical support, of which three (3) years of experience were at the County's Associate IT Business Analyst level.
OR

Five (5) years of experience providing technical and/or analytical support, of which two (2) years of experience were at a level comparable to the County's Application Administrator and one (1) year of experience was at a level comparable to the County's Senior Application Administrator or Associate IT Business Analyst.

Special Requirements
  • Depending on the position, related certifications may be desirable.
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.

Knowledge of:
  • MS Office Suite Products (Word, Visio, Project, Excel).
  • Project management, Systems Development Lifecycle;
  • Business case development and quantitative skills (projected costs, benefits, risks, etc);
  • Analytical tools (i.e. value stream diagrams, relationship diagrams, workflow diagrams, swim lane diagrams, use case models, requirements documentation, business cases, etc.);
  • Business process design and workflow;
  • International Institute of Business Analysis (IIBA) principles and practices;

Ability to:
  • Produce reports, documentation, research for the purpose of addressing customer needs;
  • Maintain effective customer relationships;
  • Document business processes and models;
  • Design business processes;
  • Effectively manage and prioritize work assignments.
  • Apply analytical capabilities (planning, problem solving, critical thinking, organization, attention to detail) to resolve complex functional / technical problems;
  • Communicate effectively both verbally and in writing;
  • Engage with stakeholders and understand and respond to their needs in rapidly changing environments;
