Job Description

The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. EOHHS is seeking to hire an Identity Access Management (IAM) Team Lead to join the EOHHS Technology Office and lead the strategic planning and tactical implementation of our next generation Enterprise-wide IAM solution across a majority of EOHHS internal and client-facing applications. The IAM Team Lead will be responsible for the management of the IAM Team, the current AIMS (Access and Identity Management System) solution, and the upcoming Azure AD solution for EOHHS. The incumbent will direct technical staff, manage the activities of all aspects of the solution life cycle, understand complex technical scenarios and requirements, identify issues that could potentially hinder process, and suggest alternative strategies and directions. The IAM Team Lead will be responsible for reporting the status of initiatives, including the articulation of impediments, risk analysis, risk mitigations, timeline, and budget impacts to the Project Management Office, Senior IT & Business Management, EHS Agencies, and customers as needed.

The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Schedules are subject to change based on the operational needs of the business.

Duties and Responsibilities:
  • Collaborate with IT and business stakeholders to develop an operational plan with detailed milestones and activities
  • Coordinate the deployment of application changes to production environments using appropriate change and release management processes
  • Work with the Incident/Change Management teams to resolve system outages
  • Manage personnel activities of staff, including employee performance reviews, supervision, and professional development
  • Plan and communicate maintenance, upgrades, and patches on the AIMS solution and the migration of AIMS to Azure to all interested parties
  • Coordinate and support the hiring of new staff
  • Facilitate communication across levels and teams about project status, cost information, justifications for variances, and technical information (architecture, design, and implementation objectives)
  • Manage the prioritization, analysis, design, code, and deployment of production changes
  • Ensure software development lifecycle and standards are followed within the team
  • Lead and manage application development and maintenance projects in a matrix environment, small to mid-size projects, COTS, and vendors
  • Provide operational support for the critical IAM service in production and other key environments
  • Manage the day-to-day activities of the Development Team focused on supporting IAM functions utilizing the AIMS (Access & Identity Management System) solution and building out the Azure AD solution
  • Provide appropriate documentation and knowledge transfer to the Middleware Operations Team
  • Ensure all EOHHS IT PMO processes are followed and maintaining proper documentation as projects are completed according to product specifications
  • Participate in audit compliance efforts as well as budgeting and forecasting activities
  • Establish priorities and schedule resources to meet business needs

Preferred Knowledge, Skills, and Abilities:
  • Proficient at defining and managing business requirements
  • Demonstrated ability to collaboratively work with technical and non-technical staff, as well as upper management
  • Strong understanding of IT infrastructure as well as of private and public clouds
  • Excellent problem-solving and analytical skills, with the ability to independently analyze reported issues, document, and recommend solutions
  • Proven experience in production support including triaging issues and generating incident reports
  • Strong multitasking and time management skills with the ability to prioritize effectively and efficiently
  • Excellent communication and writing skills with the with the ability to clearly communicate concepts to various project stakeholders including IT leadership, business customers, team members, and other IT colleagues
  • Ability to keep meticulous and consistent documentation of processes, architecture, and solutions
  • Five (5) years of hands-on project management experience with critical and high-visibility projects
  • Proven vendor management and resource management abilities
  • Ability to understand, support, and communicate senior management goals and decisions
  • Hands-on knowledge and experience with operations support for high-availability applications
  • Three (3) years of experience working with government agencies and managing the development of Health Care Applications, Access and Identity Management Systems, and Enterprise Services
  • Ten (10) years of technical IT experience
  • Strong knowledge and experience with J2EE development in a SOA environment
  • Demonstrated experience in the management of the development and deployment of IT projects to meet business requirements
  • Five (5) years of experience leading a team of five (5) or more resources
  • Expert knowledge of information systems with a focus on application development, support, and package installation

Education and Certifications:
  • Bachelor's degree in Computer Science, Information Technology, or related field or equivalent work experience required
