111 years young and still growing, Wisconsin Community Services Inc. (WCS), a private, nonprofit social service agency seeks a hands-on HR Generalist to contribute to the day-to-day operations of all things HR. Our workforce of 500 plus individuals are compassionate and dedicated to serving the severe and persistent mentally ill, individuals returning to the community from incarceration, people with alcohol and drug addictions, and youth at high risk of entering the criminal justice system.


Our HR Department comprised of a close-knit team thrives on servicing staff and management who make significant contributions to the community.

In a friendly, team-oriented environment, the HR Generalist provides a myriad of HR services to:

  • Coach managers through employee relations situations to assure adherence to the mission of the HR Department, agency core values, and state, federal, and contractual regulations.
  • Recruit, onboard, engage and retain the best qualified mental health, criminal justice, and social service professionals.
  • Coordinate the entire employee life cycle to also include: monitoring of performance management, learning/training opportunities, leave, worker’s compensation, and unemployment claims management.


Also as an occasional backup to the HR Director:

  • Assist in the creation/ revision of policy, procedures, forms, Employment Handbook
  • Contribute to decision making with the CEO, Vice Presidents and Chief Executive Officer as it pertains to personnel risk management, adhering to state and federal regulations and agency culture
  • Take on Administrative role for Applicant Tracking and HRIS Systems to assist in troubleshooting
  • Participate in management training to include creation of guides and in-person training
  • Collaborate to help create departmental efficiency and process streamlining
  • Respond to external challenges to personnel actions/decisions
  • Participate in and assist with annual benefit meetings with brokers and external vendors
  • Stay abreast of HR trends and laws and ensure agency compliance as a result


Minimal Qualifications: BA Degree in HR or related field and three to ten years of experience as an HR Generalist. PHR or SPHR SHRM-CP/SHRM-SCP certification and prior experience in Behavioral Healthcare/Social Service recruitment preferred. Knowledge of DayForce HCM, Cyber Recruiter and Relias a plus.


Experience with FMLA, ADA, Workers Compensation, and Unemployment Compensation required. Must be analytical, have excellent oral and written communication skills, and above average computer skills. Ability to adhere to strict confidentiality, commit to multiple tasks simultaneously, and work well and adapt in a constantly changing environment required. A sense of urgency is necessary to serve people who serve the needs of people.
