Job Description

  • Serves as an HR Business Partner to internal staff, hiring managers, leadership, applicants, and external constituents;
  • Occasional Phoenix-area travel may be required for this position (as well as the possibility of rare travel to Arizona’s Northern and Southern regions).
  • Team is cross functional with a wide variety of duties; and

Job Duties:

  • Provides support and technical assistance to employees for health benefits and retirement programs;
  • Produces equity/compensation assessments and recommends position classification actions;
  • Facilitates all aspects of newly hired/transferred staff and separations from employment;
  • Full cycle recruiting of diverse highly qualified professionals, including developing advertisements, screening resumes/building hiring lists, providing support to hiring managers, reviewing hiring recommendations, and completing offers of employment. Recruits and facilitates temporary worker and contract assignments. Facilities job fairs and other recruitment endeavors;
  • Generates a variety of personnel actions and staff support with a large amount of detail-driven data entry.
  • Conducts employee training sessions (scheduling, content design, and presentations);
  • Assists with the facilitation of employee leave administration, including but not limited to, Family Medical Leave (FMLA), Worker’s Compensation, and Military. Assists with accommodations under the Americans with Disabilities Act (ADA);
  • Assists with the employee recognition program, work culture improvement efforts, agency events, and various projects; and
  • May assist with the administration of employee/employer relations, conducts workplace investigations, and reviews employee complaints/allegations;

Knowledge, Skills & Abilities (KSAs):
Ideal candidates must have knowledge of and experience in:
  • Full cycle recruiting;
  • Employee leave administration, including but not limited to, the Family Medical Leave Act (FMLA) and Worker’s Compensation;
  • Principles and practices of organizational development; and
  • Professional level Human Resources role(s) and customer service;
  • Federal and state employment laws;
  • Accommodations under the Americans with Disabilities Act (ADA);
  • Providing training and presentations to staff and leadership;
  • Business professional writing and report preparation.

Skills Required:

  • Policy compliance and interpretation;
  • Effective leadership techniques;
  • Critical thinking and extremely high attention to detail and organization;
  • Effective verbal and written communication;
  • Intermediate to advanced skill in using Microsoft Outlook, Word, Excel, and PowerPoint; and
  • Intermediate to advanced skill in using virtual meeting platforms, such as Microsoft Team, Google Meet and Zoom.

  • Simultaneously managing individual and team work/projects;
  • Willingness to manage individual administrative tasks and contribute to multi-line phone coverage.
  • Establishing effective priorities while managing conflicting needs; and
  • Exercising exceptional judgement and tact;
  • Analyze and resolve complex problems;
  • Operating in a highly automated work environment;
  • Working with highly confidential matters and documents;

Selective Preference(s):
  • Intermediate to advanced experience with Adobe Pro (specifically creating fillable forms) and Acrobat Sign (electronic signatures and workflow); and/or
  • Working experience with employee/employer relations, workplace investigations, and responding to employee complaints/allegations;
  • A Bachelor’s degree in Human Resources, Business Administration, or a related field.

Pre-Employment Requirements:
  • Offers are contingent upon successful completion of all background and reference checks, required documents and, if applicable, a post-offer medical/physical evaluation.
  • Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).

Retirement:

Employees are required to participate in the Arizona State Retirement System (ASRS) upon the 27th week of employment, subject to waiting period.
