Position Title: HIV Grants Manager


Location: On Site, Chicago or Springfield IL Regions

Overview:


The CDC Foundation is seeking an HIV Grants Manager. The HIV Grants Manager oversees post-award activities for outgoing grant and contract development, provides technical assistance and evaluation, and disseminates expertise in HIV risk reduction for high-risk individuals. They also represent the Department and the Section at public information events.


Qualifications:


  • Knowledge of HIV testing, behavioral and biomedical HIV risk reduction interventions, human development, and communicable disease prevention theory preferred
  • Three years of professional experience required in health education or investigation in public/private sector
  • Curriculum development, implementation, and evaluation experience preferred
  • Experience supervising and managing an HIV prevention project conducting testing and risk reduction interventions preferred
  • Excellent communication skills to communicate complex health information to professional and lay audiences
  • Ability to plan, develop, implement, and evaluate HIV prevention programs and conduct training
  • Completion of four years college with courses in health education, physical and biological science or knowledge, skill, and mental development equivalent thereof
  • Master’s degree preferred in Science, Public Health, Social Work, Counseling or Nursing
  • Possesses and maintains a valid, current Driver’s License, automobile insurance, and reliable private transport
  • Certified Health Education Specialist (CHES) credential preferred


Responsibilities:


  • Conducts monthly teleconferences with grantees
  • Ensures grantees fulfill intervention requirements and mandatory training
  • Monitors grantee or contractor performance by assessing service data and reports
  • Provides leadership to the Prevention and HIV Counseling and Testing areas in planning, implementation, and evaluation. Maintains quality assurance for federal and state prevention grant programs/grantees
  • Presents on HIV/AIDS topics and represents the HIV/AIDS Section at public information events
  • Offers written program development recommendations and corrective action plans for programs
  • Travels to conduct site visits every six months. Prepares written reports and uses the quality assurance site visit tool and forms when traveling to conduct site reviews and visits. Provides direct feedback to the grantees on outcomes of site visits
  • Addresses technical assistance requests from grantees for any required reporting of the grantee or agency for project analysis
  • Reports on grant plans and outcomes as required for state or federal reports
  • Verifies services are delivered to targeted populations as specified in the grant agreement and provides regular feedback to grantees
  • Submits necessary documents for grant pre-approval and ratification, ensuring timely ratification of assigned grants and contracts
  • Provides oversight, agency monitoring, review of quarterly report submissions, quality assurance reviews and overall serves as a post-award grant monitor
  • Establishes grants, budgets, and service objectives in the statewide HIV Services database, negotiating objectives with grantees
  • Monitors grantee expenditures and reimbursements and provides direct technical assistance to the grantees for all grant requirements
  • Develops Requests for Applications (RFAs) and participates in the application scoring, selection, and award processes for competitive bids, renewals, or sole source awards

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and Illinois Department of Public Health, in order to best support the State of Illinois in their public health programming.


This position is currently an on-site position. CDC Foundation retains the right to make adjustments to this as required.


This position requires the regular operation of a motor vehicle during the course and scope of employment as an essential function of the job. As such, Employees in this position must possess and maintain a valid driver's license in their state of residence, must self-report motor vehicle violations/convictions, and must provide proof of acceptable insurance coverage with mandatory minimum coverages as set forth within the Driver Safety Motor Vehicle Policy (“Policy”).
