Job Description
Distinguishing Features of the Class

Oversees the delivery of geospatial services, data, and technology to City Departments and the public. Coordinates GIS activities between City Departments, regional GIS participants, other public agencies, contractors, consultants, and citizen groups.
The principal function of an employee in this class is to supervise a team of GIS analysts to develop, manage, and sustain an enterprise-wide GIS platform including a central repository of data, and applications to support City operations and decision-making. The GIS Manager also coordinates the Des Moines Area Regional GIS Partnership and collaborates with surrounding local governments to share GIS data. The work is performed under the direct supervision of the Deputy Chief Information Officer but considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in a general office environment.


Acceptable Experience and Training

  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
  • Graduation from an accredited college or university with a Bachelor's Degree in Geography, Computer Science or Associate Science Degree in Geographical Information System, Programming or related field, and
  • GIS Professional Certification (GISP) or ESRI Technical Certification (Associate level or higher), or
  • Substantial experience as a GIS Professional, or

Required Special Qualifications

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.

Examples of Essential Work (Illustrative Only)

  • Implements IT Department change management policies and protocols.
  • Supervises and directs the work of other employees within the GIS division and provides guidance for design, development, implementation, and analysis of technical solutions, projects, and systems.
  • Performs other directly related duties consistent with the role and function of the classification.
  • As necessary assists in geospatial analysis and the production of maps.
  • Reviews progress reports from GIS employees and vendors to ensure projects are being completed in a timely manner and investigates delays or cost over-runs.
  • Reviews GIS employee performance and works with the Deputy CIO to address personnel matters within the GIS team.
  • Establishes and maintains GIS standards and a Regional GIS Business Plan.
  • Keeps abreast of "state-of-the-art" GIS and integrated technologies, analyzes new technical products and systems, and plans for adapting the City GIS infrastructure to meet future business needs.
  • Develops and implements high standards for professionalism and communication among GIS employees, IT personnel, and City staff.
  • Coordinates end user GIS training and provides instructional materials for regional and departmental GIS users.
  • Partners with other governmental agencies, regional GIS participants, and citizen groups to deliver beneficial mapping and data services to the public.
  • Develops project plans and schedules and effectively manages multiple projects.
  • Actively participates in overall IT management, assists in decision making, and develops strategic plans, standard policies and procedures, and budgets.
  • Recommends and plans professional development training for GIS employees and participates in training as may be appropriate.
  • Coordinates all geospatial data sharing, GIS application development, report and map generation, and selection of GIS software, hardware, or services among City departments.
