GIS Analyst – Data Analytics Department

Philadelphia Gas Works is hiring a GIS Analyst. Job titles and compensations will be decided upon experience. This is a full-time position eligible for a hybrid work schedule. The candidate will be required to be on site initially until training is completed. This position requires minimal travel, if any.

The GIS Analyst is responsible for supporting PGW’s geographic information system (GIS) projects. This is a well-rounded professional who performs a wide range of GIS tasks in ESRI ArcGIS Enterprise environment hosted in the cloud. The individual is expected to act independently from designing data model, ensuring data quality, analyzing data patterns, automating data processing, and presenting data visualization results. In addition, the position manages and supports the PGW GIS technicians’ responsibilities. The individual is required to keep up with ESRI technology and products with strong self-directed learning skills.
Responsibilities:
  • Administrates GIS enterprise geodatabase, including managing data and users, assigning privileges, managing versions, performing maintenance, ensuring functionality and performance, and responding to database related issues.
  • Administrates ArcGIS Enterprise Portal, including managing services, maps, apps, users, groups, and licenses. Monitors ArcGIS Enterprise’s performance and ArcGIS Online’s credit consumption.
  • Manages GIS technicians’ tasks and provides technical guidance and support.
  • Processes real-time data from different sources using ArcGIS GeoEvent.
  • Performs other special projects and assignments as requested.
  • Performs routing analysis for PGW business processes using ArcGIS Network Analysis.
  • Writes SQL statements against both GIS and non-GIS relational databases.
  • Designs automated workflows using Python to integrate ArcGIS Enterprise with PGW on-premise, in house work management system (AIMS) and CIS system through modern APIs.
  • Automates other GIS workflows using Python, JavaScript or other scripting languages as specified by business unit/user requirements.
  • Manages ESRI collaborations between ArcGIS Enterprise and ArcGIS Online.
  • Geocodes addresses automatically using ESRI Geocoder and/or Google Maps API.
  • Edits and maintains PGW asset data in a versioned enterprise geodatabase using ArcGIS Pro.
  • Works with PGW data maintenance vendor for punctual and accurate GIS data updates. Provides data sources in various formats to vendor. Monitors vendor’s data deliveries in enterprise geodatabase. Conducts Quality Assurance / Quality Control (QA / QC) using ESRI Data Reviewer and Python.
  • Keeps up with new GIS technology and products.
  • Follows GIS department’s database, mapping, and scripting standards to perform tasks.
  • Works with PGW cloud maintenance vendor for software installations and updates.
  • Works with PGW business users to provide GIS solutions to business processes and regulatory information requests. Analyzes spatial and non-spatial data, creates maps, apps, documentation, and reports for PGW business in ArcGIS Enterprise environment or any business-required formats.
Qualifications:
  • Must have knowledge of modern APIs like REST API.
  • Must have interpersonal skills with the ability to build long-term constructive and cooperative working relationships with co-workers, vendors, management, and outside agencies.
  • Experience with ESRI Utility Network or Geometric Network is a plus.
  • Must have decision making skills with the ability to recommend strategic direction for the organization and manage continuous improvement projects.
  • Must have knowledge of HTML and CSS. Knowledge of JavaScript is a plus. Experience with ArcGIS Arcade and ArcGIS API for JavaScript is a plus.
  • Bachelor’s Degree in Geography, Geographic Information Systems (GIS), Information Systems and Technology, or other related field of study; Master’s Degree or GIS Certificate is a plus. GISP is a plus.
  • Must have analytical skills with the ability to apply, develop, present, and execute creative solutions.
  • Must have strong self-learning initiatives and capability.
  • Familiarity with AutoCAD and basic interpretation of drawings is a plus.
  • Must have experience with ArcGIS Pro. Must have experience editing data in ArcGIS Pro.
  • Must have experience with ArcGIS Enterprise or ArcGIS Online. Must have knowledge of publishing services and configuring web maps/apps. Experience with other ESRI products like GeoEvent, Collaboration, Dashboards, Experience Builder, Survey123, Insights, FieldMaps, etc. is a plus. Experience with administrating ArcGIS Enterprise or ArcGIS Online is a plus.
  • Must have verbal and written communications skills with the ability to present and discuss technical information in a way that establishes rapport, persuades others, and gains understanding.
  • Must have organizational, planning and follow-through skills with the ability to manage multiple projects under high pressure situations.
  • Must have experience with writing SQL.
  • Must be computer literate with proficiency in the use of Microsoft Word, Excel, PowerPoint, and SharePoint with the ability to display ideas through presentations, flowcharts, and graphs.
  • Must have leadership ability with a willingness to lead, take charge, and offer opinions in to provide guidance to lower-level peer group and assist the Manager of GIS Systems & Architecture in identifying the best people for special assignments and advancement.
  • Minimum of 1+ years of full-time experience using the ESRI platform.
  • Must have experience with ArcGIS enterprise geodatabase (Oracle, PostgreSQL, etc.). Experience with geodatabase administration is a plus.
  • Equivalent combination of education and experience may be acceptable in lieu of a degree.
  • Must have experience with Python and ArcPy. Experience with ArcGIS API for Python is a plus.
  • Must have knowledge of Extraction, Translation, and Load (ETL) process.
  • Experience with Amazon Web Services (AWS) is a plus.
  • A general understanding of the functional operations of a natural gas utility’s Distribution and Field Service Departments and their interaction with Gas Processing, Transportation, Materials Management, Building Services, Customer Service, Marketing, and Operating Systems Support is a plus.
