You will be part of a collaborative team responsible for performing a variety of manual labor tasks such as removing debris from construction, maintenance, wrecking, or repair work; loading and unloading materials, supplies, furniture, and equipment; may work as part of a crew with other crafts; and operating various types of equipment and machinery including pneumatic and hand tools associated with general construction.

The essential functions of this classification include, but are not limited to, the following:

  • Performs other duties as assigned.
  • Be available for emergency or scheduled work during normal off days and times.
  • Works with various Paving & Grounds work crews when assigned by supervisor. Your responsibilities will include but are not limited to: debris removal; vegetation trimming; furniture and material deliveries; staging for crowd control and VIP arrivals; asphalt roadway repair process; repairing concrete sidewalk tripping hazards; and mixes, pours and finishes up to 1 yard of concrete for various repairs.
  • Maintains and keep tool inventory for assigned vehicle.
  • Responsible for wearing issued personal protective safety equipment when involved in various projects at the Airport.
  • Performs various demolition work related to carpet removal, wall removal, ceiling etc.
  • May be assigned by supervisor to assists various craft workers on projects needing general labor skills.
  • Have some knowledge of the operation and use of pneumatic tools (jackhammers, rotary drills, chipping guns), portable gas-powered equipment (concrete coring equipment, drills, saws) which are used at the Airport.
  • Inspects and repairs the Airport’s security fencing and access gates.
  • Under direct supervision must work in deep excavations (up to 15 feet deep) for underground utility work and installs various shoring materials to brace the excavation walls.
  • Must maintain a valid California Driver’s License and be insurable to drive City vehicles.
  • Performs work with steam cleaner and work on elevated platforms when needed.
  • Have some knowledge of the methods, tools and equipment used in general laboring work and have the ability and skill to use hand tools, power tools and equipment. Must be able to follow oral and written instructions.
  • Assists crew members to establish and monitor safety perimeters for the work crews and participates as flag operator when assigned.
  • Requires to clean and maintain Pavement & Grounds repair trucks and equipment.

Nature of the Work: General laborer work requires the ability to lift objects weighing up to 80 pounds and carry them 50 feet and to balance 10-foot pieces of lumber; requires sustained physical effort, frequently under adverse weather conditions and/or disagreeable working conditions, such as working in streets or roads in traffic or in cold or rain or being exposed to feces and urine, raw sewage, used syringes, toxic and hazardous materials, poison oak, poisonous snakes, and insects; confined space entry; and possibly working weekend shifts, nights, and emergency overtime.

Work Hours: Monday to Friday, Day Shift – 7:00 am to 3:30 pm; Night Shift – 11:00 pm – 7:30 am.


Qualifications


Experience:

Three (3) years (6000 hours) of journey-level experience as a general laborer in the construction field.

License and Certification:

Possession of a valid Class C California driver license (must be maintained during employment).

Substitution:

Completion of a California Division of Apprenticeship Standards (DAS) or United States Department of Labor (DOL) approved apprentice construction laborer program may be substituted for the required experience.

Desirable Qualifications

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Six (6) months of experience in fence and gate installation and repair.
  • Six (6) months of experience in operating a pneumatic sixty (60) lb. – ninety (90) lb jackhammer.
  • Ability to work the graveyard shift (11:00 pm – 7:30 am).
  • Six (6) months of experience in concrete work related to sidewalk, curb, and concrete pad finishing.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance:
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
Medical Examination:
Prior to appointment, eligible candidates must successfully pass a medical examination to determine their ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirement.
