Job Description
St. Michael’s Inc., an employee-owned company, has an opening for a Financial Analyst Junior with experience in Department of Homeland Security (DHS) Federal Protective Service (FPS) monthly security billing files and providing customer/stakeholder support with billing inquiries. Candidates should have experience in supporting mission delivery with informed decision-making by employing analytical capabilities and providing financial transparency to support mission execution. Location: Washington, D.C. (NCR Region)


Active Clearance required: Must be able to obtain a Public Trust Clearance or possess an active Public Trust Clearance or higher.


Required:


Up to 3 years of experience in the following areas:
  • Operational/security integration.
  • Managerial cost accounting;
  • Ability to communicate effectively, both orally and in writing.
  • Process analysis;
  • Integration and development of revenue analysis using operational data to include:
  • Performance integration; and


Desired:


  • Previous experience working at DHS FPS.


Duties include but may not be limited to:


  • Research and recommend continuous improvements to the end-to-end revenue management processes to include the Revenue Management System.
  • Follow, maintain, update, and provide efficiencies for the Monthly Billing File and associated Checklist.
  • Develop and maintain standard tools for revenue training, which shall be delivered to both headquarters staff and regional budget and financial personnel.
  • Deliver an assessment of FPS resources including cash vs. authority and a recommendation for cash management procedures. This analysis shall include accounts receivable cancellation thresholds, and the amount of cash carryover required to sustain operations each month and each fiscal year.
  • Conduct quantitative analyses of information affecting investment programs.
  • Coordinate with the FPS Information Technology Division, General Services Administration (GSA) and Burlington Finance Center (BFC) on the processing and delivery of monthly billing files.
  • Coordinate with GSA on inventory discrepancies, monthly billing data, monthly adjustments, and other related issues.
  • Assist in executing day-to-day operations of the HQ revenue management functions.
  • Analyze and recommend solutions to optimize all parts of the revenue process including, estimation, billing, collection, and close-out on a monthly basis and other related revenue management activities.
  • Develop and maintain a revenue management guide, including standardized methodologies, SOPs, and tools that can be implemented organization wide.


Education: A Bachelor’s degree in Finance, Accounting, Business, or related discipline is required. Six (6) years’ work experience may be substituted for a bachelor’s degree. An Associate’s degree plus 4 years’ work experience may be substituted for a bachelor’s degree.
