Job Description
Core One is seeking a Program Manager to support the Directorate of Intelligence.


Roles & Responsibilities:


  • Represents the FBI in various U.S. Government and academic forums. Utilizes these forums to enhance the Bureau’s overall training program.
  • Has continuing responsibility for the development and enhancement of these programs, establishing new and modifying existing criteria fir the same. Directs the gathering, storage, analysis, and retrieval of pertinent information in support of programs. Analyzes information regarding these programs. Develops, manages, and promotes administrative and operational Bureau-wide policies and procedures.
  • Keeps abreast of the latest methodologies and technologies for Intelligence Analysts/Agents. Monitors the effect these have on the productivity and continuity of work performed by them.
  • Serves as contract PM for the Intelligence Workforce Development and HUMINT Operations Sections, a dynamic and diverse program which impacts and addresses major operational and administrative areas within the DI, relative to FBI Special Agents, Intelligence Analysts, and the work they render. Areas may include, but are not limited to, Special Agents, linguists, Intelligence Analysts, operations, training, and administration affecting said personnel. Incumbent’s recommendation directly impacts the ability of the FVI to perform its investigative mission and the timeliness and availability. Is responsible for identifying and overseeing large programs’ contractors, analyzes data to provide innovative approaches to the mission, and produces related reports.
  • Plans and conducts extensive studies based on thorough personal knowledge and very broad Intelligence Analyst/Special Agent experience to assess current resources necessary and determine future needs. Makes recommendations after thorough analysis of studies and is relies upon by management to exercise independent initiative and judgement to accomplish the necessary groundwork to carry out such action upon obtaining proper approval.
  • Direct oversight of corporate contractors assures accurate, efficient, and timely performance in support of the programs as well as the general goals and objectives of the IWDS. Plans and assigns work of subordinates to meet schedules and deadlines. Defines work standards and issues instruction for accomplishment. Keeps subordinates informed of personnel matters that affect them. Approves leave requests.


Requirements:


  • Excellent ability to write clear reports, guidelines, and other types of documented information.
  • Excellent ability to work efficiently and effectively under the pressure of tight time frames and rigid deadlines.
  • Additional skills/knowledge preferred Five core competencies of the Human Intelligence cycle, recruitment techniques, surveillance experience, intelligence mining, research, writing and presentation, data mining, interview skills, and data exploitation.
  • Expert knowledge of the FBI’s investigative programs to ensure program requirements are met and make recommendations on the programs.
  • Excellent ability to effectively express ideas orally in discussing program directives, goals, and objectives, and in addressing problem areas and offering solutions to other managers at FBI Headquarters/CVA.
  • Expert knowledge of personnel matters, staffing level requirements, security matters, and applicant procedures relevant to the program area.
  • Extensive administrative knowledge in devising methods to gather various types of information; identifying problem areas or special needs; and making appropriate decisions or recommendations for action.
