Job Description
The Ark-Tex Council of Governments proudly serves Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus Counties in Texas as well as Miller County in Arkansas. Our mission is to improve the quality of life for all citizens of the region by providing resources, programs and services, along with coordinating funding.


The Ark-Tex Council of Governments (ATCOG) is now accepting applications for Executive Director, Announcement #2316. This position is located in Texarkana, Texas, and serves as chief executive officer of ATCOG and the principal policy advisor to the Board of Directors and Executive Committee. Performs highly responsible managerial and supervisory work in planning, organizing, and directing the operations of the organization, including advising on policy matters and administering policies. Salary is dependent upon experience with a range of $125,000-$150,000.

EDUCATION/TRAINING: Master's degree (MA/MS) in government, public or business administration, planning or a related field, and at least 5 years progressively responsible experience in public administration, including managerial and supervisory experience in planning or intergovernmental relations; OR Bachelor's degree (BA/BS) in government, public or business administration, education, social sciences or a related field, and at least 7 years progressively responsible experience in public administration, including managerial and supervisory experience, and experience in planning or intergovernmental relations; OR high school graduation and at least 10 years progressively responsible experience in public administration, including managerial and supervisory experience and experience in planning or intergovernmental relations; OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.


KNOWLEDGE/SKILLS/ABILITIES (KSA's)


Knowledge: Excellent working knowledge of general management principles and extensive knowledge of the laws, rules, regulations and guidelines on a variety of programs required. Knowledge of city and/or county government preferred.


Skills/Abilities: Ability to apply general management principles; to establish and maintain effective working relationships with officials in local, state and federal government, and in the private sector; and to interpret and communicate to others the laws, rules, regulations and guidelines on a variety of programs. Demonstrated ability to select, develop, organize, motivate and effectively utilize staff; and good general understanding of budgeting procedures and multi-funded financing operations. Ability to communicate effectively orally and in writing, and ability to work independently and creatively. Ability to see, hear, reach, stoop, bend, and lift and carry up to 30 pounds required.


Additional Requirement: Must possess a valid motor vehicle operator's license subject to an approved motor vehicle report and reliable transportation with valid proof of insurance for travel within ATCOG region.
