, a Seaside Health LLC companywas founded in 1994 is a fully JCAHO accredited behavioral health outpatient treatment and group practice facility. Deblin provides mental health clinical and consultative services in traditional and non-traditional settings. We also provide medical social work and case-management services to individuals, hospitals, managed care organization, community mental health centers, home health agencies, and residential treatment facilities. Clinical services may include psychological assessment and treatment, crisis evaluation and management, and case-management services. We are a clinician lead company and are adding an Executive Director to support our clinical team.


SUMMARY:The Program Executive Director is responsible for overseeing the Program’s strategic vision, and leading business decisions to drive company growth, lead, direct and monitor all services and operations within the organization. Oversees the development and delivery of an array of community-based services to individuals with behavioral health disorders. Ensures quality programming, regulatory compliance, and fiscal responsibility. Creates systems that facilitate the development of programs, services, and standards to meet the current and anticipated needs of key internal and external customers, including individuals served, families, funding, licensing, and other regulatory agencies.

Travel Requirements


Valid Driver’s License and insurance required. Travel will vary depending on the daily schedule for this position. Often travels as part of their daily duties, visiting company offices to oversee project implementation. Travels to 2 or 3 locations monthly.


Essential Job Duties and percent of time:


  • Identify, recruit, train and develop a talented team of employees who can lead critical departments and manage strategic business functions. Motivate, lead, and mentor a high-performance team. Develop the organizational culture and promote transparency and collaboration throughout the Program. 20%
  • Develop partnerships with company stakeholders and other relevant parties. Represent the company at events in ways that strengthen the brand. Attend meetings with business partners, media contacts, department leaders, and other stakeholders who influence the success of the Program. 15%
  • Responsible for the overall Program design, development and implementation of a strategic plan that focuses on clinical excellence, financial performance, and market and business development. Collaborate with the Program leadership team to identify, create and implement strategic plans to actualize business objectives. 40%
  • Establish and maintain proper operational controls, administrative and reporting procedures, and systems to meet and exceed the clinical and financial goals. Monitor company operations to ensure employees and business practices comply with regulatory and legal requirements. 20%
  • Miscellaneous Responsibilities (performs other duties as assigned/required) 5%


Required Education, Experience, Knowledge, Skills & Abilities:


Education: A minimum of a master’s degree in Health Care Administration, Human Services, Business Administration or related field.


Work experience: 8 - 10 years’ experience in a senior leadership role within the healthcare industry is required. Experience with clinical & administrative leadership and interest in program development.


Knowledge, Skills & Abilities:The Executive Director will have various prerequisite skills and qualifications needed to manage their role effectively, including experience in a senior managerial role, in-depth knowledge of the industry and leadership qualities. Common skills and qualifications include:


  • Knowledge of Home & Community Based Behavioral Health Services a plus.
  • Proven ability to develop and execute financial strategies.
  • Demonstrated knowledge of corporate and regulatory best practices.
  • Excellent written and verbal communication skills.
  • Has the ability to analyze various data points, respond, and make meaningful adjustments.
  • Strategic thinking and analytical skills.
  • Organization and leadership skills.
  • Lean Six Sigma desired but not required.
  • Excellent understanding of finance-related performance standards.


Interpersonal Skills:


Possess skills in establishing a rapport with members, staff, and community partners, applying techniques of assessing operations of the organization and making changes, as necessary. Ability to establish and maintain effective working relationships with all staff of the organization. Ability to express ideas clearly and concisely and to plan and execute work effectively.
